00:00Good afternoon Mr. President, while it is true that it is the Constitutional duty of
00:08the House to act on the impeachment complaint, they have a choice if they will endorse it
00:14or not.
00:15I will directly ask the question, did you have a hand in this impeachment?
00:18No, the Executive cannot have a hand in the impeachment.
00:22There is no role of the Executive in the impeachment.
00:25Of course, did we discuss it with the Speaker?
00:28Did we discuss it with the other Congressmen?
00:30Of course.
00:31And they ask, what is your plan?
00:33What do you really want to do?
00:37Well, this is already here, we cannot avoid it.
00:41But the conventional thinking, Mr. President, is that nothing comes to pass in the House
00:45without the President or without Malacanang's blessing.
00:50You give me too much credit.
00:53But again, what the House has done is clearly the constitutional mandate that they have
01:03to proceed with the impeachment complaints.
01:07So that's why I think they're just following the procedure.
01:27One last point from my end, Mr. President, did he seek your advice on this and what did
01:36you tell him?
01:38Of course, he did.
01:40And I said, it's very simple, what I told him.
01:44And he said, you know, what's your opinion on what I should do?
01:54And I told him, I said, the process has begun.
02:00When you're in the legislature, when you file a bill, okay, House Bill number one, two,
02:06three, et cetera, et cetera, pag file mo nyan, that bill takes a life of its own.
02:12Kahit anong gawin ng congressman na nag-file, o senador na nag-file, kahit ayaw niya yung
02:18mga changes na magagawin dun sa kanyang bill, wala na siyang magagawa.
02:23Because the bill is going through the process as it should.
02:27And part of that process will be amendments, additions, all that.
02:31The impeachment complaint is exactly the same.
02:34Once it has been filed, there is a procedure that needs to be followed already.
02:39So sabi ko, ayan sa nandang tayo, sabi ko kay Kong Sandro, sabi ko sa kanya, the process
02:45has already begun.
02:47So it's your duty now to support that process.
02:51So do your duty.
02:52That's what I told him.
02:53Do your duty.
02:54You have to support the process.
02:56You are constitutionally mandated to carry out that process.
03:01And you are a congressman.
03:02So do your duty.
03:03That's what I told him.
