President Marcos is not blocking the attempts to impeach Vice President Sara Duterte, he was only stating his opinion over the matter.  Executive Secretary Lucas Bersamin made the statement on Friday, Jan. 24, when sought for a comment on Makabayan Bloc's accusation that the President is deliberately blocking the impeachment complaints against Duterte. 00:09Syempre hindi niya sasabihin na in favor siya or he's not in favor

00:13because that is the prerogative of the Congress.

00:19the impeachment must emanate from the lower house.

00:26Now, if the President has made a statement at all about that process,

00:30it is only an opinion that he stated

00:34because he probably, the thinking of the President is

00:37that might be distracting us from our agenda

00:42and our move forward, no?

00:45But we do not say to the lower house

00:48because we cannot dictate on the lower house.

00:50It is a co-equal,

00:52it belongs to a co-equal branch of government.

00:55All we were saying, the President was saying to the lower house is

00:58this is my position, but he's not blocking me.

01:02He's not blocking, he cannot do that

01:04because it is the discretion of the collective of the lower house.

01:11If they decide to initiate, there is no way of preventing that.

01:23When he endorsed the impeachment complaint against President Erab,

01:31no one could have prevented him because it was his right

01:36to file an impeachment complaint to the Senate,

01:40and immediately the Senate acted.

01:43That's all.

01:45We have autonomy, independence, and so on.

01:49We cannot dictate on the other branches of government.
