02:21So, Mr. Haissaoui, after the adoption in the Chamber of Advisers of the Related Law Project,
02:27the trade unions expressed their anger and called for a general strike,
02:33setting up a regulatory framework, framing the right to strike as a necessity.
02:38But is it time to start such a framework while Morocco is in the middle of a construction site?
02:46I would like to remind you of something important.
02:50The trade unions, the political parties, the political actors have been discussing for at least thirty years
02:59this issue of the right to strike.
03:02And today, it is a text that has been adopted in the Second Chamber, let's say unanimously,
03:10except for this voice that was against it, but the majority voted for this text.
03:18The trade unions consider that it is a framework that is regressive,
03:25that does not recognize the rights of the workers, of all the workers,
03:31whether in the public or private sectors, to organize strikes, to discuss,
03:39to pose their problems, and above all, to assert their claims.
03:46And I think that this general strike is an important element.

05:03and why do they consider that this project is unfavourable to the workers?
05:08What they blame them for is, first of all, that when you read the text,
05:13when you see, for example, this organic law on the strike,
05:18it is a law that gives very little possibility to the workers
05:23to truly organize their constitutional right,
05:28to organize a strike, to respect, and above all, to assert their claim.
05:34They do not have the means to do it autonomously.
05:38That is the problem.
05:39And the government always wins out of this struggle
05:44that the workers try, by all means, to defend.
05:49They are there to defend the workers.
05:52They are there to defend the labour force,
05:55and all those who consider, who constitute the other side of the wage-paying relationship.
06:01The wage-paying relationship is a very complicated relationship,
06:04and it was absolutely necessary for trade unions to make their voices heard,
06:09whether in a preferable or collective way.
06:14But I think that there is an actor such as, for example, UMT.
06:18It is a historic trade union.
06:23It is old, it has a place, but the others also have their place.
06:28And they defend the workers,
06:33and the workers even at the private sector level, in a systematic way.
06:40And how do you reconcile the economic imperatives of the country
06:44with the right of the workers, or of the salaried workers, in your opinion?
06:49Listen, you are asking the fundamental problem.
06:54We are talking about the right to strike, which is a constitutional right.
06:59But we also have, let's say, important construction sites that Morocco has launched.

07:13at the level of sports infrastructures to welcome, let's say,
07:20the African Championship or the World Cup.
07:26But there are also other important construction sites.
07:31But there is one thing that I would like to point out here.
07:36We have very positive indicators regarding the country's economic growth.
07:43But at the same time, there is a recent note from the High Commissioner of the Plans
07:48which shows that in 2024, the unemployment rate reached 13.3%,
07:59with an increase of 0.3% from one year to the next.
08:04When we look at this, we see that the growth rate and the construction sites
08:09that Morocco is launching have not been able to meet the difficulties that Morocco has.
08:20We also have difficulties in the agricultural sector, in other sectors as well.
08:26Growth is there, but the unemployment problem is there.
08:29But there is also inflation.
08:32Last year, the rate was very high.
08:36And in your opinion, how could we avoid paralysis tomorrow and the day after tomorrow

08:45I think that the strike will most likely be maintained.

08:53It's through dialogue, my dear friend.
08:55The government must open the doors to dialogue in the largest possible space
09:05for the trade unions, so that everyone can speak and express their voice.
09:11If the trade unions are not able to make their voices heard,
09:16it will be very difficult to get workers and trade unions to accept.
09:22There is also the fact that the government should listen to the trade unions
09:29because they are truly partners in a collective exercise of social dialogue
09:39where there are the trade unions, the employers and the administration.
09:45These three parties absolutely have to join hands and say that we have a successful country,
09:52a country that has great projects ahead of it,
09:55so to be able to do this, let's try to put aside the development tools,
10:02the negotiation tools and the debate tools.
10:07As I said earlier, the trade unions in Morocco are no longer those who prevent things from turning around.
10:13They are people who are constructive and they want to move forward.
10:17This is the most important thing.
10:18And all this, of course, comes down to dialogue between the government and its trade unions
10:23who have decided to go on strike tomorrow and also the day after tomorrow.
