00:00Ads in print, radio, and television are counted as expenditures in a candidate's campaign
00:05for elective office as per poll body rules.
00:08As such, social media influencers with their accounts online and even podcasts should also
00:12count as an expense should a wannabe elective official use their services or talents on
00:18the stump.

00:27With more than two weeks before the campaign period starts for the national positions and
00:31party list organizations, the Commission on Elections is now looking into regulating the
00:36use of social media influencers for campaign purposes.
00:40According to COMELEC Chairman George Erwin Garcia, in case a candidate taps an influencer
00:46as an endorser, they may attempt to ask for a contract as this should be included on the
00:52statement of contributions and expenditures of a candidate.
00:56To what extent do they talk about whether they have a contract?
00:59Is that a contract that should be included in the statement?
01:01Because the contract in radio and television stations, even in the newsroom, is included
01:07in the COMELEC for purposes of comparison with the reports of the candidates or political
01:13parties.
01:14The COMELEC also explained this is not about targeting social media influencers but for
01:20proper regulation, observance, and compliance.
01:23If television, radio, and newspaper ads are included in SOSE, even paid artists, influencers
01:30should also be included.
01:32The COMELEC also said it is ensuring each candidate will not spend more than the spending
01:37limit, which is P3 per registered voter, for a national candidate with a party, P5 for
01:44those independent and party list organizations.
01:47In line with this intent, the COMELEC also signed an agreement with TikTok for help in
02:06regulating political content in social media.
02:09This pertains to fake news and monetization of content connected with politics.
02:14Meanwhile, aside from influencers, COMELEC also eyes to regulate surveys commissioned
02:20by candidates.
02:21We can make stricter guidelines regarding the handling of surveys.
02:28Again, we are not against the surveys, this is constitutional according to the Supreme
02:32Court.
