00:00The more than P6 trillion P2025 national budget has already been passed, but it seems that the talks on the funds of the programs inside here are not yet over.

00:10Some were removed and the President is asking for them to be returned, but is he allowing that?

00:15The budget department is explaining to Ivan Mayrina in the court of law.

00:20DILG Secretary John Vic Rimulya said that President Marcos is returning the PNP's budget, the funds removed for the PNP's information technology project,

00:34while the additional P500 million intelligence fund was removed under the 2025 General Appropriations Act.

00:41As instructed by the President.

00:44The Department of Budget and Management said that what happened in the 2025 budget is not new.

00:48The original budget approved by the President did not comply with the version approved by the lawmakers.

00:54Even though the national budget has already been passed, it is normal for it to be remediated, just like what the President and his departments are doing now,

01:02as long as it is in accordance with the provisions.

01:05But it's not a simple and complicated process.

01:08What you will look at first is, is it savings?

01:12So our savings has a definition.

01:15It's either abandonment, it will not be done, or the original project was completed, which is the intel, it was completed.

01:31The provisions are based on the extent to which the authority will recommend and approve the changes in the budget.

01:38Whether it's the Secretary of the Department, the Secretary of the DBM, or even the President.

01:43The DBM is not yet saying where the budget for the PNP's IT project will be obtained and what will happen to the P500 million intelligence fund.

01:51Aside from the savings, the contingent fund can also receive a fund for the priority project.

01:56It's P13 billion for 2025.

01:59Lastly, a project can also be given priority to be funded under the Unprogrammed Appropriations Act.

02:14In the 2025 budget, for example, the part of the fund for the assistance under the four-piece program of the DSWD is included in the Unprogrammed Appropriations Act.
