00:13authorities are restricted to a 5% increase, those with social care responsibilities have
00:19been granted permission to raise bills by much higher. This flexibility stems from government
00:25recognition of the mounting pressures on social care services. However, these substantial
00:31increases come at a time when households are already facing significant inflationary pressures,
