00:12The Department of Education said that according to the Reproductive Health Law,
00:16it should be taught in schools.

00:31That is what the House Committee on Basic Education and Culture wants to review in the Department of Education.

00:45The discussion started already a few weeks ago.

00:54According to the DepEd, in the Reproductive Health Law or RH Law,
00:58their Department Order 31 of 2018 is anchored in the implementation of the CSE.
01:04The early pregnancy of children in adolescent age and the increasing HIV cases in their families are included in the problem.
01:15According to the DepEd, in the IRR or Implementing Rules and Regulations of the RH Law,
01:20it should be given in accordance with the age of Responsible Parenthood
01:24and Reproductive Health Education to school-age children.
01:28Under the RH Law, children aged 10 to 19 should be given information about the CSE.
01:36But according to the DepEd, they are already being given a foundation for the CSE to the children.
01:45Do we need to go as early as 6, 5 years old and teach them reproductive health and gender sensitivity?
01:53For the early education, it's not actually the actual sexuality education that is taught,
02:00but these are foundational knowledge, like for example, identifying their body parts
02:06and describing practical ways of caring for their and protecting their bodies.
02:15So that is in general, it's not really that specific.
02:19The committee included in its agenda the CSE,
02:23because of the comments of the lawmakers from the parents,
02:28together with the video explainer of Project Talisay,
02:31about the bad things that the CSE is doing to the children.
02:35The group will be in charge of passing the Adolescent Pregnancy Prevention Bill in the House of Representatives last year,
02:41which is already in the second reading in the Senate.
02:44If passed into law, it will be a compulsory part of the CSE education
02:48where the Adolescent Sexuality and Reproductive Health will be discussed.
02:53Why are children going to be taught to touch their sexual parts in a classroom
02:59vengeated by a teacher who is a stranger to the child?
03:04Do parents believe that a child should have the right to sexual pleasure?
03:11Or should parents have the right to say,
03:14all the things you are thinking about have the right time?
03:18Senator Risa Ontiveros, who is in charge of the Adolescent Pregnancy Prevention Bill in the Senate,
03:24said that Project Talisay has no truth.
03:28First of all, there is no provision
03:32regarding the teaching of children from ages 0 to 4 years old,
03:40or the teaching of bodily pleasure to children from ages 6 to 9 years old,
03:47or teaching to children who have sexual rights.
03:52That is why Senator Sherwin Gatchalian,
03:55Chairman of the Senate Committee on Basic Education,
03:58will call for a hearing to clarify the issue.
04:01In a statement, Education Secretary Sani Angara said
04:05that they recognize the concerns about the implementation of the CSE
04:09as a provision in the Senate's plan.
