00:44Last Tuesday, there was a full Cabinet meeting
00:48and one of the things that the President mentioned was how we can fund
00:53the key projects that are part of the socio-economic agenda
00:57that has been reduced.
01:00First of all, sir, what are the projects that are affected
01:04and how can we solve them?
01:07You know, Joey, the projects that were reduced in the Department of Transportation
01:12is a big amount.
01:15But in our opinion, the implementation of our projects
01:19will not be affected too much
01:22because the so-called loan proceeds
01:27for our foreign-assisted projects
01:30although it was not included in the budget,
01:33in our appropriated budget,
01:36we can continue to draw from our existing loans.
01:44For example, the loan proceeds were greatly reduced
01:48for the North-South Commuter Railway
01:51and Metro Manila Subway.
01:55But our development partners have an assurance
02:00that because we have a loan agreement,
02:03they will continue to allow us to draw from these loans.
02:09We talked to ADB, JICA, KEXIM,
02:15and with the support of the Department of Budget and Management
02:19that will issue a loan,
02:21we will continue to implement these big programs of the Department of Transportation.
02:28Sir, just a follow-up, what is the truth
02:32that the Light Rail Manila Corporation submitted a petition to the DOT
02:36regarding the fair hike of the LRT-1?
02:39The LRT-1, this is operated by the private sector,
02:45operated by the Light Rail Manila Corporation
02:49based on a concession agreement that was signed in 2016.
02:55Under the concession agreement,
02:59the private sector has the right to increase the fare
03:06almost every two years.
03:07Of course, subject to the approval of the LRTA,
03:13the Rail Regulatory Unit,
03:16and the Department of Transportation.
03:19You know, the LRT-1,
03:21when the concession agreement was signed,
03:24they already had petitions in 2018, 2020, 2022,
03:30and now in 2024, they already filed increases.
03:36Unfortunately, their petitions in 2018, 2020, and 2022
03:47were not acted upon by the government immediately.
03:50It's only last year that they had their first increase.
03:56And under the concession agreement,
04:00which should be respected by the government,
04:04we should allow them to have increases
04:07because their cost of operations is also increasing.
04:11That's why in 2023,
04:16we gave approval for them to have an increase.
04:21And now in 2024,
04:23the LRTA Board approved their request for an increase.
04:30But this is subject to the approval of the Rail Regulatory Unit
04:36and the DOTR.
04:38Earlier this morning, the Rail Regulatory Unit
04:42had its first hearing
04:45to hear the petition
04:48because it needs a consultation
04:51before we allow for an increase.
04:55And for now, the consultation is continuous.
05:00Okay. Let's wait for the final decision
05:05regarding that petition.
05:07After the updates from the DOTR,
05:10let's go back to the milestones
05:13or achievements of the agency in 2024.
05:16Can you tell us
05:18what projects were completed by the agency last year?
05:23Thank you, Joey.
05:24That's a good question
05:26because we actually completed a lot in 2024.
05:33One of the biggest projects completed by the Department of Transportation
05:38is the privatization of Manila International Airport.
05:44Manila International Airport
05:48has the capacity to handle only 35 million passengers.
05:55But for now,
05:58we are handling almost 50 million.
06:01In fact, the report of MIA
06:06on January 1,
06:08this is the highest it has handled.
06:1250,100,000 passengers for 2024.
06:17And because it has a capacity of 35 million,
06:22we are handling 50 million.
06:25We are having a congestion problem.
06:28We know that this has been happening for the last many years.
06:33That's why the Department of Transportation
06:36insisted on privatizing it.
06:39The privatization of Manila International Airport
06:42started during the time of President Ramos.
06:46Almost 30 years ago,
06:48the next presidents tried to privatize it.
06:54And we are happy that during the time of President Marcos,
06:58we were finally able to implement this privatization.
07:02In fact, this is the biggest privatization project of the government.
07:09The private sector will invest almost $3 billion.
07:15We will increase the capacity of the airport
07:18from 35 million per annum
07:22to 72 million passengers per annum.
07:26And you know, we did this in a matter of 13 months.
07:32From the time that we started engaging
07:36our transaction advisor, ADB,
07:39until we were awarded.
07:41We started talking to ADB
07:45in February of 2023.
07:49And we were awarded in the private sector in March 18, 2024.
07:55And you know, this privatization
07:59will not only improve the experience of our passengers
08:03because it will be more comfortable and convenient,
08:08but at the same time,
08:13our government will earn a lot from this.
08:16Because of our privatization,
08:20the government will earn almost
08:23Php 900 billion for the next 25 years.
08:28While in the past,
08:30the MIAA only earns Php 2-3 billion a year.
08:36So this will contribute a lot to our budget
08:45because we also need funds.
08:49And we are happy that in a matter of 9 months,
08:55there were major improvements to the operations
08:58of our Manila International Airport.
09:01We fixed the traffic situation there.
09:05The parking was one of the first things the private sector did.
09:10We fixed the rates.
09:14Because in terms of parking,
09:16most of the people who park overnight
09:19are those who live in the condominium,
09:21not the passengers.
09:24That's why we are happy that the private sector
09:28is fulfilling their promise to us
09:31under the concession agreement.
09:33This is a very good example,
09:36Sec, of cooperation with the private sector.
09:39And as you said,
09:40the NNIC has only been operating for 9 months,
09:45and there are changes that can be seen.
09:48Do you think, because we know,
09:49Weng, Sec, that the MIAA is always on the list
09:54as the worst airport in the world.
09:57Do you think this view will change

10:05We should be on the list
10:07as the worst airport in the world.
10:11In fact, even our aircon in Terminal 3,
10:15which used to be very problematic,
10:18is now cold.
10:20Our baggage systems are working properly.

10:32that if you just look at Terminal 3,
10:34the departure line is very long.
10:40So what we did,
10:42because the most passengers
10:46in Terminal 3 are in Cebu Pacific,
10:50we moved their counters
10:53to almost the end of the terminal
10:57so that the passengers will go there first.
11:02So as you can see,
11:04it's a simple process,
11:06but it's very effective.
11:08Sir, in the ride-hailing service,
11:11they didn't have a designated pickup point.
11:15Now, in Terminal 3,
11:17in the garage, if I'm not mistaken,
11:20in the departure level,
11:23people are already riding there.
11:25So there is no traffic in the pickup points.
11:28And the ride-hailing service is working properly.
11:31Yes.
11:32Actually, the traffic will only enter
11:34because there are only two inspection areas.
11:37So that's where the congestion is.
11:39Let me go back to the congestion.
11:40From Naia, we went to Batangas Port.
11:42During the holiday season,
11:44there was a time when the passengers were really congested.
11:47How can we ensure that this won't happen again
11:50because we will have a long vacation
11:53during the Holy Week?
11:55Actually, we have something called
11:57OPLAN Biyahing Ayos.
12:00Every time there is a long vacation,
12:06we implement this.
12:09And here in Batangas,
12:12we're working closely with the PPA.
12:15And it's good because last April,
12:18we opened the new Batangas Airport.
12:23It's a seaport.
12:25It has a capacity of 8,000.
12:28We're glad that Presidente Marcos
12:31was able to attend the inauguration.
12:35This was in May, the first week of May
12:37when we inaugurated this.
12:40And there are still many improvements to be done.
12:46In fact, our Batangas Airport,
12:50if you look at it, it's like a seaport.
12:52It's like an airport inside.
12:54Yes.
12:55So, we're cooperating with the private sector also.
13:01This is operated by the private sector,
13:06the Asian Terminal Inc.
13:09They are the ones who made this.
13:11They spent billions of pesos.
13:13They have improved the facilities.
13:17And our ships will have more voyages here in Batangas Airport.
13:25Incidentally, Sec, in 2024,
13:27the Philippines was again included
13:29in the International Maritime Organization's whitelist.
13:32So, what is the significance of this?
13:34It's very important, Joey,
13:36that we maintain our whitelist position
13:40because if it's lost,
13:44other countries won't recognize the certificates issued by the marinas.
13:50And if that happens,
13:52our seafarers will lose their jobs.
13:57You know, we are one of the largest seafarers suppliers in the world.
14:06We have almost 600,000 seafarers all over the world.
14:13And we had an issue,
14:16our issue started there as early as 2006
14:20when the European Maritime Safety Organization was audited.
14:31And they saw that there is a lack of what we call STCW.
14:38This is the standard for training, certification, and what's keeping for our seafarers.
14:46When the administration of President Marcos entered,
14:51we had a meeting at EMSA
14:55and we gave our proposed solution.
15:01They were happy because they had an audit in December
15:07and they saw the improvements implemented by our government.
15:13And in March of 2023,
15:17they wrote to us saying that they will continue to include us in the whitelist.
15:24Because, you know, our seafarers,
15:27I think they contribute up to 8 billion dollars to our economy per annum.
15:33Sir, in the expansion of projects for passengers in Metro Manila,
15:38one of the highlights is the inauguration of the LRT-1 Cavite Extension.
15:42How big of a help was it to the passengers?
15:46It was very big, Weng.
15:49Because this LRT-1 Extension was able to increase the capacity of the existing LRT Line 1
16:00by 80,000 passengers per day.
16:03You know, 80,000 additional passengers will travel from Baclaran to Sucat.
16:13Before, it takes almost an hour because of traffic from Baclaran to Sucat.
16:20Now, when they board the train, it takes about 15 minutes.
16:26In fact, when we inaugurated this in November,
16:30I was with the President.
16:32Because our voyages are very direct,
16:37it took us only less than 10 minutes.
16:40Because, of course, it will stop at 5 stations.
16:44So, it will take about 15 to 20 minutes.
16:48So, this is a big thing.
16:50Because this will help with traffic.
16:54You know, the traffic in Metro Manila,
16:57based on the study of JICA,
17:00the economic cost to us is 3.5 billion pesos a day.
17:06So, with the operation of or the extension of LRT-1,
17:11the economic cost of traffic will be reduced.
17:15Sir, you mentioned there, speaking of the Cavite Extension,
17:21it's only 5 stations.
17:23But we mentioned in the briefing in Malacanang on Tuesday,
17:28that the problem that continues to grow is the right-of-way issue.
17:33So, in the continuation of the next phases of the Cavite Extension Project,
17:40will we be able to fix these issues?
17:44Yes, Jovi.
17:46As far as the right-of-way problem is concerned,
17:49in Phase 2 of LRT-1,
17:5294% is completed,
17:55only 6% will be completed.
17:58Although, we will change the alignment of Phase 2,
18:04because DPWAs were the first to build a flyover
18:10that should pass through our alignment.
18:14So, what our technical people are doing now is the new alignment.
18:19It won't be too far away.
18:23There will be a possible additional cost.
18:27But, just the same,
18:30we will still be able to finish Phase 2 of the LRT-1 Extension.
18:35Sir, I have a question from Malacanang Press Corps,
18:38on Tuesday of the DCWP.
18:40How will the LRT-1 task force be requested based on the latest petition?
18:46They requested, if I'm not mistaken, an additional 2 pesos.
18:542 something.
18:55This has already been approved by the LRTA Board.
18:59But, it still needs to pass through the Regulatory Unit.
19:05Then, they will make a recommendation for the DOTR to approve or disapprove.
19:12So, we will wait.
19:14If there will be an increase,
19:19it will probably be as early as the start of the second quarter.
19:24First quarter.
19:25Second quarter.
19:26Around April.
19:27In all the updates you mentioned,
19:30this is part of what President Ferdinand R. Marcos Jr. said,
19:35the Filipinos' dream of having more comfortable travel.
19:39So, from LRT to Batangasport,
19:42let's talk about the issue of the PUV,
19:48modernization.
19:50It seems like we haven't finished talking about this.
19:53So, what is the state of consolidation?
19:58Is it already part of the program?
20:02We have already implemented the first component, which is consolidation.
20:08Out of 100%, we are at 86%.
20:13We even extended it last November.
20:15That's a good figure.
20:18The batting average is high.
20:20We are at 83%.
20:22That's before we had another extension.
20:26But as of December 31, we are already at 86%.
20:30So, as far as consolidation is concerned,
20:33we think we are done with that.
20:36The next component that we will implement
20:40is what is called route rationalization.
20:44In route rationalization,
20:47we will work closely with the local government units
20:53because they will help us identify
20:58what are the sustainable and profitable routes.
21:03Once we identify that,
21:06we will require the operators to modernize.
21:11As of today,
21:16we have completed more or less 20%.
21:21The LTPRP,
21:24or LPTRP,
21:27Local Public Transport Route Plan,
21:30will be assisted by the LTFRP and local government
21:37in identifying the routes.
21:40The route rationalization, the LTPRP,
21:47will be used for the financing of modern vehicles.
21:52As you know, the Land Bank and the DBP
21:56want to make a loan,
21:59but they also want to make sure that
22:02they will be able to pay the loan.
22:05The LPTRP is like a certificate
22:10that the route will be profitable.
22:14If the route is profitable,
22:17they can support it.
22:19They can finance the acquisition of modern vehicles.
22:24As you know, our modern vehicles
22:27should comply with the so-called
22:30Philippine National Standard.
22:33For example, jeeps,
22:37the engine should not emit too much smoke,
22:44or electric vehicles,
22:46the door should be on the right side,
22:49the roof should be higher
22:51so that the passengers will be more comfortable walking inside,
22:55the seats should be proper,
22:58aircon,
23:00and it should be roadworthy.
23:05Sir, let me go back to the LRT-1 Cavite Extension.
23:08I have a follow-up question for Tuesday.
23:10When will it be fully operational?
23:13As you know, the LRT-1 is a public-private partnership
23:19with the private sector.
23:22The responsibility of the civil works
23:26is the private sector.
23:28We, the government,
23:30will provide the so-called rolling stock.
23:34The rolling stock is already there.
23:38We already bought it.
23:40The construction of viaducts
23:43is the responsibility of the private sector.
23:47We already talked to them.
23:50They seem to be ready
23:52because under the concession agreement,
23:54they should start when the right-of-way is 100%.
24:00As I told you,
24:02it's already 94%,
24:05so there's still 6%.
24:07But we told them,
24:09in Phase 1,
24:12you agreed to start the construction
24:17even before the 100% is completed.
24:21It's like this,
24:2290% is their right-of-way acquisition
24:26and they agreed.
24:27And maybe now,
24:28they agreed to start the project.
24:32Sir, the construction of the EDSA busway
24:35in Metro Manila is also a highlight.
24:37What are the updates on the guidelines
24:39after 2024?
24:42The EDSA busway,
24:46we plan to privatize it.
24:50We are now preparing the terms of reference
24:54for the privatization of the EDSA busway.
24:58We have a consultant
25:00who is working on the terms of reference.
25:03And hopefully,
25:04by the end of the first quarter
25:08or start of the second quarter,
25:10the terms of reference will be completed.
25:13We will also sell it.
25:16The private sector will provide the vehicles.
25:21They will also operate.
25:23It would be better
25:25if only one type of bus operates here
25:29so that it is uniform.
25:32And then,
25:33we will require electronic schedules.
25:40It's like we are in another country.
25:44We will know
25:46what time the next vehicle will arrive.
25:50Even our passengers,
25:53they can use an app
25:55so that they know
25:56when they should arrive at the stations.
25:59So, in 2025,
26:01we will start the process
26:04for the privatization of the EDSA busway.
26:07If the schedule is like that,
26:10I will just use a bus
26:11if it is implemented.

26:15When will the public concession
26:19with Aboitiz Infra Capital
26:22for Lagindingan International Airport
26:24and Bohol-Panglao International Airport be implemented?

26:29this is one of our major achievements
26:32in the Department of Transportation.
26:37We privatized Lagindingan Airport and Bohol.
26:42You know,
26:43this unsolicited proposal submitted by Aboitiz
26:48started in 2017.
26:52And with the implementation of the IRR
27:00of our public-private partnership,
27:03we were able to do it easily.
27:05We followed the deadlines
27:08and the Department of Transportation
27:12and the Civil Abuse Authority of the Philippines
27:15and the concessionaire
27:17to fulfill all the needs of the unsolicited proposal.
27:23And we awarded Lagindingan late this year.
27:29We also awarded Bohol in December.
27:34And we're expecting that the private sector
27:38will take over in April for Lagindingan
27:43and in May for Bohol.
27:47This project will increase the capacity of the airports.
27:53Lagindingan Airport, for one,
27:56has a capacity of less than 2 million.
27:59But after starting operations for two years,
28:04it has reached its capacity.
28:06So there needs to be improvements.
28:08That's why we did it easily.
28:11And it's good that the concessionaire, the proponent,
28:17became cooperative.
28:20We agreed on the terms of the concession
28:24and we also signed the concession agreement.
28:27It's the same with Bohol.
28:30We will increase the capacity.
28:32Bohol is very important
28:34because there are many tourists who want to go to Bohol.
28:39It will be a regional airport.
28:43There will be international flights.
28:45Although there are already a few international flights in Bohol,
28:49but with the improvements,
28:51we're expecting that more international airlines
28:56will operate in Bohol,
28:58such as airlines in Korea,
29:01airlines in China,
29:03airlines in Taiwan,
29:06and also in Cagayan de Oro.
29:10Cagayan de Oro is one of the busiest airports.
29:16So we expect that there will be many tourists
29:21in that part of Northern Mindanao.
29:24In Cagayan de Oro, sir,
29:26there was an airport in Lumbia.
29:28Will it not be used again?
29:30Because if it's full in Lagindingan,
29:32at least there will be a backup in Lumbia.
29:34Lumbia is already closed as a commercial airport.
29:38The Philippine Air Force uses it.
29:42We moved the operations of the Philippine Air Force
29:48that used to be in Sangli.
29:51There was an agreement between the Department of National Defense and the DOTR
29:56that we will relocate the air force there.
30:00In fact, the DOTR spent, I think, almost a billion pesos
30:06to move the air force personnel and facilities in Lumbia
30:14so that we can use the Sangli Airport for domestic operations.
30:20Sir, we have a question from the ABS-CBN News Desk.
30:24You have a reaction to the plan of the DPWH
30:27that you said yesterday
30:29to rehabilitate the entire stretch of EDSA in 2025.
30:33So how will the operation of, let's say, the MRT-3 affect
30:38and the EDSA busway if it will be done?
30:41If it will be done, there will surely be heavy traffic there.
30:47So we're expecting that more people will ride the MRT-3
30:52because the MRT-3 will not be affected by the rehabilitation.
30:57The EDSA busway is the same.
31:01Although, the operations of the EDSA busway will still be continuous,
31:07what will be affected is the side used by private vehicles.
31:14So we will work closely with DPWH and with MMDA.
31:19It is also important that we help MMDA
31:23so that the operations of the EDSA busway and the MRT-3 will be smooth.
31:31Sir, the next question from the ABS-CBN News Desk.
31:34What is the update on the MRT-4 project?
31:37Will the groundbreaking as announced last year continue in 2025?
31:43The latest update on the MRT-4 is that we are already working on the detailed engineering design.
31:51We have engaged the services of a Spanish consultant
31:56preparing the detailed engineering design.
31:59We have also got two other consultants.
32:03And we're very optimistic that we can finish it.
32:11We will start the construction of the MRT-4 in 2026.
32:20In 2025, the whole year will be for the finalization of the detailed engineering design
32:27and acquisition of the right-of-way.
32:31Although, we can see that it is not that difficult
32:36because we will be using the Ortigas Avenue here.
32:39What is important is to have the right coordination with the MMDA of the Philippine National Police
32:46so that our passengers will not be affected
32:53because there will be traffic just like what happened when the MRT-3 was built here in EDSA.
33:00So, I think that with proper coordination, we can finish the MRT-4.
33:07And for the MRT-4, we have a commitment from ADB to support it.
33:14So, as far as financing is concerned, ADB is also there to support it.
33:20Sec, among the 16 flagship projects that our President is prioritizing,
33:26it is the North-South Commuter Railway.
33:30What is the update on this?
33:32And will the partial operations continue in the coming years?
33:37Yes.
33:38The North-South Commuter Railway is also one of the biggest projects of the Department of Transportation.
33:45It will cost the government almost Php 880 billion.
33:52It's a 147-kilometer railway from Clark Airport to Calamba, Laguna.
33:59Our construction is continuous.
34:02From Malolos to Clark, Malolos to Manila,
34:06our percentage of completion is good.
34:11And we're expecting to operate the segment.
34:14From Clark to Valenzuela,
34:17we're expecting to have partial operations by the end of 2027 or early 2028.
34:26But the so-called South portion of the NSCR,
34:33we're expecting to finish it by 2030.
34:37Sir, for us in Danau,
34:40what is the status of the Davao Public Transport Modernization Project?
34:44When is it expected to be completed?
34:46Because, of course, we are concentrated in Metro Manila.
34:48What about in busy cities like Davao?
34:52You know, the Davao Public Transport Modernization Program
34:57is also one of the biggest projects of the DOTR.
35:01It will be supported by the ADB, the City of Davao,
35:07and the national government.
35:10The ADB has a commitment to support and finance this up to a billion dollars.
35:20This project will cost around Php 73 billion.
35:26Our acquisition of the right-of-way is continuous.
35:33We just had some issues
35:37because of the valuation of the assets, of the properties that we are acquiring.
35:43But with the support of the land bank, NDBP,

38:49A good DOTR project is the new airport in Bulacan.
38:58It will also be one of the biggest projects of the department.
39:03Although this is a public-private partnership program or project,
39:09it will involve the construction of a new airport,
39:17a new terminal, a modern terminal.
39:21It will have a capacity of 100 million passengers per annum.
39:27And maybe what really needs to happen is to have partial operations by 1998.
39:37I'm working closely with the concessionaire, the San Miguel Group,
39:42and they are giving us assurance that the Bulacan Airport will have partial operations by 2028.
39:51Another thing that we really want to accomplish is the Metro Manila Subway.
39:59The Metro Manila Subway is a very good project.
40:03It is the first subway in the country.
40:08It will provide the facility to transport almost 500,000 passengers per day.
40:17It will operate from East Valenzuela to Bicutan.
40:22And the train that goes under our subway will go out and connect to the North-South Commuter Railway
40:33and will reach up to Calamba.
