09:36Also, more than Php 11 billion added to the budget of the DepEd
09:40and the removal of the PhilHealth subsidy.
09:43Also, Php 26 billion added to the budget of the AYUDA for Kapos Angkita Program
09:48or ACAP, which was removed from the Senate version but returned to the Bicam.
09:52According to the law expert, Prof. Dan Gatmaytan,
09:55removing a particular item is what the President can do.
09:59He cannot transfer it to another budget that was removed from other programs.
10:03For example, if the President vetoes the fund for ACAP,
10:07the fund that is included here cannot be spent even in other programs.
10:11The money will remain in the National Treasury.
10:14If the PhilHealth budget is vetoed and the subsidy is zero,
