00:05Welcome.
00:07Climate change scientific findings is a fundamental component of the global stocktake process
00:13under the Paris Agreement, which is designed to assess collective progress towards achieving
00:18the goals of the Paris Agreement in addressing global warming.
00:22The outcomes of this process nevertheless concludes that the current efforts at a global scale
00:28are insufficient and cause global warming at 1.1 degrees Celsius.
00:32Keeping global warming away from us requires deep, rapid and sustained reductions
00:38in global GHG emissions of 43% by 2030 and 60% by 2035,
00:45and achieving net zero by 2050.
00:48And this outcome should not be taken lightly by any countries or economies
00:53and need to be embedded and aligned with the decarbonisation policy at the national level.
00:59As a country, Malaysia is committed towards contributing to address the issue of climate change at a global level.
01:06We have set various ambitious long-term strategies to address climate change issues
01:11and achieve sustainable growth.
01:13We have launched several policies, including the new, updated National Climate Change Policy,
01:18which integrates our commitments under the Paris Agreement.
01:22The approach to implementing this policy also differs in which the focus has shifted
01:28from mainstreaming climate change to transitioning towards a low-carbon and climate resilient development.
01:34This year as well, the Government has announced that we are committed to achieve net zero by 2050.
01:41It is not an easy task, as I am sure the scientists in this room are aware,
01:46for a developing country like Malaysia.
01:48But we feel that we need to be a beacon of ambition.
01:51And not only, I mean, obviously, essentially that this will contribute to our efforts to fight climate change,
01:59but it will also be a catalyst to attract more green investments and create more green jobs in the country.
02:07We are in the midst of drafting our National Climate Change Bill,
02:11which we hope to bring to Parliament by next year.
02:16And this will be a guide for mitigation measures,
02:20and along with the National Carbon Market Policy,
02:24will bring our carbon trading initiatives in line with international developments,
02:29what has been agreed under Article 6 of the UNFCCC,
02:32as well as the International Civil Campaign Organisation.
02:37We are also, and I think this is more urgent and more important,
02:41working on our National Adaptation Plan.
02:44At the end of the day, Malaysia is a small contributor to GHG emissions worldwide.
02:49We need to play our part.
02:50But at the same time, if we do not prepare and invest in adaptation,
02:54then we will not be able to deal with the changes that will happen,
02:59even if we keep global warming between 1.5 to 2 degrees Celsius.
03:05As we continue to implement our climate policies,
03:07it is essential to recognise that these strategies take into account
03:11IPCC scientific assessments that provide the foundation for climate action worldwide.
03:17These findings directly shift Malaysia's policy direction
03:21to ensure that our efforts are aligned with the global commitments
03:27to mitigate climate risk and achieve long-term sustainability.
03:32Ladies and gentlemen,
03:33the IPCC provides the most comprehensive and authoritative
03:37scientific assessments on climate change.
03:40It delivers robust, up-to-date and regionally relevant scientific findings
03:45that support countries, including Malaysia,
03:47to develop the necessary climate policies and strategies
03:51backed by the latest scientific evidence.
03:54We recognise this effort by IPCC and is keen to be part of the scientific process.
04:00Through initiatives and partnerships such as this symposium,
04:03the Ministry of Natural Resources and Environmental Sustainability of NRAS,
04:08we demonstrate our deep commitment to support Malaysian scientists
04:12in the global climate scientific process under IPCC.
04:16Today, we have an exceptional opportunity for climate scientists under IPCC
04:21to engage with Malaysian scientists,
04:23including many young and early career researchers
04:26who are future leaders in climate science.
04:29These young minds are the innovators and thinkers
04:32who will shape the direction of global climate science in the years to come.
04:37It is crucial that we create greater awareness of the IPCC among our scientists
04:42and encourage your active participation in the IPCC processes.
04:47Your involvement will not only contribute to global climate science,
04:51but also enhance our influence in shaping international climate policy.
