00:00Marikina Mayor Marci Teodoro appealed the decision of Comelec First Division to cancel her Certificate of Candidacy in the Congress of the First District of Marikina.
00:11As of now, the Supreme Court has not yet reached a decision on the issue.

00:20The First Division of Comelec canceled the Certificate of Candidacy of Marikina Mayor Marci Teodoro to run for Congress in the First District of Marikina.
00:28The reason is that there is a material misrepresentation or wrong information from Teodoro to her COC about the residency or where she lives.
00:37Mayor Marci came from the First District.
00:40If I'm not mistaken, in April, she moved to the Second District.
00:44And if I'm not mistaken, in August, she moved to the First District.
00:50The assessment, according to the First Division, is that she will be gone for one year before the next election of May.
00:58According to our law, you need to have a residence.
01:02They used the word residence of one year in the same place where you will run.
01:09One year, one year before or immediately preceding the day of the election.
01:16According to Teodoro's COC, she was placed as a resident of Barangay San Roque in the First District of Marikina
01:22based on the transfer of registration approved by the Election Registration Board of Comelec in October this year.
01:28But this was opposed by two petitioners, including Senator Coco Pimentel, who is her main opponent in the First District.
01:35Teodoro moved to the Second District because she planned to run there as part of her alliance with Pimentel.
01:42But suddenly, Teodoro's decision changed and she will run in District 1 only.
01:47That's why in September 2024, she moved to the First District that was approved by the local Comelec,
01:53but it was not approved by the Comelec First Division.
01:56This became an issue. Did I transfer? Did I complete the residency requirement?
02:01If it was not established, where is she a resident?
02:06Teodoro said that she presented strong evidence that her residence is in District 1.
02:11She brought the address that she used when she was a mayor.
02:15She thought that the Comelec First Division made a mistake.
02:18That's why she will appeal the decision.
02:20Pimentel said that no one can blame Teodoro but herself.
02:25When you're running for a high office like a member of Congress, you do not treat the requirements lightly.
02:33You have to be a resident in the district. You have to go to different districts.
02:38There is a price to be paid there. So this is it.
02:41According to the Comelec, this is only in the First Division and Teodoro has five days to get a decision to appeal to the Comelec and Bank.
02:48The issue could possibly reach the Supreme Court.
02:51The filing of COC is over. The period of registration is over and that includes the transfer of registration.
02:59That's why there is no transfer.
03:01Comelec Chairman George Garcia was inhibited in the case because he was both a client of Teodoro and Pimentel when he was still an election lawyer.
