00:00This holiday season, even if our countrymen are deprived or persons deprived of liberties,
00:05they still have the right to celebrate Christmas.
00:08Because of that, their families and relatives will surely be more than enough to visit them.
00:13And joining us now is Jail Superintendent Xavier Soda,
00:18the warden of Zamboanga City Jail Male Dormitory.
00:22Good morning, Sir Xav, and welcome here to Rise and Shine Philippines.
00:28Yes, Fifi and Dan, good morning and good morning to all our RSP's who are with us.
00:34This is my idol, Profi.
00:35Me too, yes.
00:37It's been a long time, Sir.
00:38Sir, this Christmas season, are there any changes to the rules and regulations
00:44or policies regarding the visit of their family and relatives to PDLs,
00:49just like the time or day in Zamboanga City Jail Male Dormitory?
00:57Well, our focus is always on what is best for the families of PDLs who visit the facilities of BGMP.
01:07We already have set schedules, right?
01:10And the schedules of visits, we discuss this with the PDLs who are in our care
01:17so that their families can be safe.
01:20What we want is to give everyone enough time, right?
01:24To give them an opportunity.
01:26There's nothing that can be done overnight.
01:29But there are situations, because of the volume of our visitors,
01:33BGMP, even though we are in Zamboanga City Jail Male Dormitory,
01:37we also extend the visitation hours, right?
01:41What's important and our direction is always to connect the families of PDLs to them.
01:49Alright, Sir Saive, how can you ensure the safety and no one can escape
01:55from the prohibited items?
01:57And aside from that, do you have a program to make the PDLs happy this Christmas?
02:04Well, we are really concerned about security, especially when there are a lot of visitors to the facility.
02:10That's why our searching unit, we really studied on how to organize the visitation process.
02:18Actually, in Zamboanga City Jail Male Dormitory, we conducted a time and motion study
02:23on how we can organize the visitation process, the exit of the PDLs,
02:29and also the strict searching procedures.
02:33It was revealed on the walls of the facility, the prohibited and non-prohibited items,
02:40and also the items that will be brought.
02:43So, if we organize this, definitely, the visitors will know what they should do
02:50and what they should not bring, especially the items that we consider as contraband
02:56when they enter our facility.
02:58In terms of the programs this Christmas for our PDLs,
03:03we will continue to sell our livelihood products.
03:09Our PDLs are making presents and we are thankful to the community of Zamboanga
03:17and also to our partners from the private sector
03:20who are availing the best lanterns in the Philippines.
03:25Because you know, Fifi and Nan, this is the only lantern that is lifetime guaranteed.
03:30Meaning, when our PDLs are really made, they are really polished.
03:36And you know, the best part of this is the history of each lantern that they make
03:42and how this can help them and their families.
03:46Alright, BJMP is facing a lot of challenges right now.
03:50Some of them are the congestion in the facilities and the slow handling of cases.
03:56How does BJMP address this?
04:00Well actually, the congestion in BJMP is really a big challenge.
04:08In fact, we have 482 jails across the country and around 60% of that or 70% of that are congested.
04:19But our direction is to improve our cooperation with other government institutions
04:26so that we can talk about how to speed up the handling of cases.
04:31For example, in Zamboanga City Jail-Mail Dormitory,
04:35it's really good that the Justice Sector Coordinating Council established
04:40the implementation of the GOJUST program or Governance Justice Program
04:48and the establishment of the Zamboanga City Justice Zone.
04:52This is a way for all actors within the justice sector to talk to the court,
04:58the Public Attorney's Office, the Parole and Probation Office, the law enforcement,
05:03and of course, our courts because we need to update each other
05:08on the state of PDL cases and what are the problems, the choke points
05:14to solve the congestion.
05:16And I will also share, the United Nations Office on Drugs and Crime
05:21implemented the GCTA Calculator in the Zamboanga City Jail-Mail Dormitory
05:27where we should strengthen the implementation of the Good Conduct Time Allowance
05:33and the giving of the so-called Task TM or the Time Allowance for Studying, Teaching, and Mentoring.
05:39Because our direction is that when there are many productive activities,
05:45the PDLs can participate, for example, in the study or even in the Madrasa in our facility,
05:53this can add time credits for them.
05:56Sir, lastly, let's talk about reintegration because of course, there are those who will lose their PDLs.
06:04So, how are the BJMP preparing the PDLs for their release?
06:10Well, Dan, that's a very good question.
06:12That's one of the most critical concerns of the BJMP,
06:17especially that we want the PDLs to return to their families
06:21that they have a good mind, they are productive, and they can also help.
06:25That's why in our facility, part of the preparation is that we provide skills,
06:30enhancement programs, employable skills training programs,
06:35and earlier, we talked about business.
06:38Our PDLs in Sambuanga City Jail to their business councils
06:43are taught how to be entrepreneurs.
06:45In fact, in the sustainable livelihood package that the LGU gave to our PDLs,
06:52you know what their training is inside, that's what they apply outside.
06:57And then we are providing them the reintegration guide
07:01so that they know what agency of the government they will approach,
07:05where they will go.
07:07And we are focusing on the basic requirement when it comes to education,
07:11we will extend it to them through the alternative learning system
07:14and programs that are technical from TESDA.
07:18And of course, it is also important to divide the reintegration
07:22so that we can prepare how confident they should be when they face the outside.
07:28That's why the confidence-building efforts on the part of the PDLs
07:32should really be focused.
07:35Because our direction and the challenge they are facing is
07:41when they go back to the community, it's a bit embarrassing.
07:45So we are looking at how we can strengthen their spirit.
07:49There are spiritual programs, there are many programs
07:53that the BGMP is doing to prepare them.
07:56Because our direction is that they will go back to their respective families and communities
08:03as productive citizens and they will really be able to help.
