00:17Out of 677 individuals, 405 have no birth certificate or no records in the birth certificate or we can say non-existent.
00:34This is what the House Committee on Good Government and Public Accountability Chair Joel Chua
00:40said in their 8th hearing on the issue of misuse of funds by the Office of the Vice President and the Department of Education
00:48when it was led by Vice President Sara Duterte.
00:51According to Chua, based on the report of the Philippine Statistics Authority,
00:55more than half of the individuals who accepted confidential funds from DepEd during Duterte's time have no birth record or non-existent.
01:06Along with this, Kokoy Villamin was the first to point out that both have names in the receipts of DepEd and OVP,
01:13but the signatures are different.
01:15According to him, there are other anomalies like this that were discovered.
01:19Ms. Sally and Ms. Sheila.

01:45congressmen have already laid down the possible crimes that happened in OVP and DepEd.
01:52There are only a few of them, plunder, falsification, technical malversation, bribery, and perjury.
01:58Let me remind the public of what is at stake here.
02:02It would constitute graft and corruption if public funds are misused or misappropriated,
02:08or worse, if funds are diverted to personal use or benefit.
02:13If you are asked where the funds went and you cannot answer,
02:19the law presumes that you stole them.
02:22The issues raised by the Good Government Committee
02:26resulted in impeachment complaints against Vice President Duterte.
02:30But what is the pulse of the lawmakers here?
02:34Well, let's see. I personally do not want to pre-empt.
02:37I haven't read the complaint.
02:40Right from the very beginning, I am consistent that if there is a ground, there really is.
