01:04Today, President Ferdinand R. Marcos Jr. passed the Basic Education Mental Health and Well-Being Promotion Act.
01:13It aims to improve the mental health of children in elementary and secondary schools.
01:21Under the proposed law, care centers will be established in schools.
01:264,600 plantilia positions will be opened for school counselors in schools
01:33who will provide free counseling, stress management, and reduce the stigma of mental health.
01:39When our learners and school personnel are mentally healthy, academic performance improves.
01:45Absenteeism decreases and a culture of compassion and understanding flourishes.
01:52Beyond being a safeguard to our youth and school personnel,
01:56this law is also an investment in the intellectual, emotional, and social future and development of our nation.
02:03Today, the VATRI Fund for Non-Residents Tourists Act was passed.
02:09It is expected to attract tourists while introducing the Philippines as a prime shopping destination in Southeast Asia.
02:18This will allow non-residents to claim a 12% value-added tax refund
02:25for local products purchased here in the country, which amounts to P3,000 per transaction.
02:32According to President Ferdinand Marcos Jr.,
02:35the country's tourists are expected to receive a 30% increase in expenses
02:41which is a big help for small businesses and local industries.
02:45This VATRI Fund program will help put a spotlight to our rich local offerings.
02:52Our signature products such as marikina shoes, the intricate hand-woven textiles from the Northern Provinces,
02:58the timeless craftsmanship of Filipino barong all stand to benefit from this measure.
03:05These products tell our stories.
03:07And now, with the VATRI Fund, they will be able to be more accessible to global consumers,
03:14elevating, once again, our stature in the global market.
03:18The country's revenues will increase because of the VATRI Fund mechanism for our tourists.
03:26And what that means is that the income of our small and medium enterprises will increase
03:33and there will be more jobs for our countrymen.
