The Prime Minister has set a mid-December deadline to address delays in two major national digital initiatives: the MyDigital ID programme and the rollout of the dual 5G network, says Communications Minister Fahmi Fadzil.

Speaking at the Communications Ministry's weekly press conference on Friday (Dec 6), Fahmi said Prime Minister Datuk Seri Anwar Ibrahim expressed concern over the sluggish progress of MyDigital ID, with only 1.319 million registrations recorded as of 1 pm on Dec 5.

Regarding the dual 5G network initiative, Fahmi noted that delays caused by unresolved agreements between Digital Nasional Berhad (DNB) and telecommunications companies have disrupted the tender process for the second network, which is limited to telcos that have signed shareholding agreements.

00:00In addition to the flood issue, the Prime Minister has also given a little explanation to the Cabinet
00:10regarding the issue that he raised in the MET-4IR meeting, the Digital Economy Council and 4IR,
00:20the 4th Industrial Revolution, which touched on the My Digital ID issue and the 2nd 5G network, including the DNB issue.
00:32One of the things that was raised regarding My Digital ID is that the Prime Minister's position
00:41was that there was a mistake in implementing the My Digital ID program,
00:46with the number of registrations exceeding 1.319 million people on December 5, 2024.
01:03So the Prime Minister felt that this number was still too low.
01:08So the issue with My Digital ID is directly related to the need for this effort to be multiplied.
01:17So the Prime Minister has given My Digital ID a short period of time,
01:22within two weeks of the meeting, and a decision will be made
01:28on what needs to be done to increase the number of users
01:36and those who have registered for the My Digital ID system.
01:40As for the 2nd 5G network, it is directly related to the issue between the DNB and Telco companies,
01:49where previously there was a breach of the SHA agreement,
02:00until the tender for the 2nd 5G network was opened,
02:07which was limited to the Telco companies that had signed the SHA agreement.
02:14At the same time, the DNB has also been asked to provide a new business plan
02:27to MCMC to investigate the issue of increasing the spectrum.
02:34This is a request from the DNB.
02:37So once again, the Prime Minister felt that this issue should be handled more appropriately.
02:43And the DNB is not under the Ministry of Communications,
02:49so I am not involved in its management.
02:54However, for MCMC, there is a need for both networks.
03:01The first network is managed by the DNB,
03:04and the second network, which we have announced, is managed by UMobile.
03:08Both of them need to provide a business plan.
03:14MCMC informed that UMobile had put forward their business plan earlier this week,
03:21whereas the DNB was given time until next week to provide the business plan.
03:29They asked for it until January,
03:31but the Prime Minister asked for it to be given this month as well.
03:35So the Prime Minister, in today's meeting,
03:38has apologised to everyone present,
03:41or he explained why he apologised,
03:45because he felt that the English language was very out of character.
03:51He felt that both of these initiatives should be handled more appropriately.
03:59He apologised on behalf of the Ministry of Finance,
04:08and he apologised once again on behalf of the PM.
04:13Does the PM have a time frame for both of these initiatives,
04:18when they can achieve better progress towards the next plan?
04:26For MyDigitalID?
04:28For the second network.
04:31For MyDigitalID, the Prime Minister has given a two-week deadline
04:37from the date of the meeting,
04:39to plan and resolve the issues arising.
04:43Whereas for the second network,
04:46but for the DNB itself,
04:49the first step is to submit the business plan to MCMC,
04:54followed by a number of actions that need to be taken,
04:57including the implementation of the spectrum for the DNB.
05:04This is what the DNB is asking for.
05:06The process is there,
05:09but it needs to start with the implementation of the business plan.
05:13It will be done this month.
