It seems that this segment along with the "Peter Panda" and "Camping Trip Checklist" cartoons were originally made for Sesame Park (the Canadian version of Sesame Street) because it's by the same animator who made the "11 Camping Items" cartoon that first appeared in Episode 3151, and that cartoon is Canadian, according to Muppet Wiki.
