00:00First of all, I would like to congratulate the awardees and the decorations that we have just given, the gold crosses, silver crosses, and the bronze cross for their good work.
00:15Because we all know, we know that maybe in our lives we have not yet seen, like what happened to us in the past few weeks, that 6 typhoons came to us in 23 days.
00:3323 days, 6 typhoons. It's good if it's just the signal number 1, but no, what really happened, because of the climate change, as you can all hear, this is what happened.
00:48That's why the performance of SOLCOM, both in the AFP and of course our police first responders, all of you, you are many, that's why we are proud, compared to other places.
01:05And this is what I am saying, the rich countries, like America, like Europe, our performance is better when it comes to minimizing casualties and response.
01:20We, in the Philippines, are the ones who know what to do when a disaster like that happens. Unfortunately, we have too much experience, that's why we can learn, but I'm glad that we are performing.
01:39That recognition is because of your good work that you have done. So congratulations for that fine performance and please keep it up.
01:51I just had a briefing from your commander, General Palafox, on the general situation in the area of operation of the SOLCOM.
02:05And the biggest change that we are seeing is now, the SOLCOM, together with the SOLCOM's work, is the territorial defense.
02:19Again, I am glad that you are reporting on what is happening. It is becoming more and more difficult for us, that's why our job is to continue to make our islands peaceful, our sovereign territories, our maritime territories.
02:46And now that has become part of the mission of the Southern Luzon Command. Whereas before, it was only with the internal threats that we were having to deal with.
02:58But now, because of the good work that you have been doing, we can see very clearly that there is a lot of progress happening.
03:11Many of the CTGs have been neutralized, both vertical and horizontal organizations.
03:29That's why I hope that your success rate will continue, because so far, the performance has been good. We are now thinking about how we can transition the SOLCOM so that you can pay, you can use more resources for the territorial security aspect of your new mission.
03:55But the way we will do that is that we have to bring the level of activity by the Communist terrorist groups, we have to bring down that level of activity to the point where it is possible for the AFP to hand over the duties of the internal threat, because it is now a law enforcement operation.
04:25So it is clear that it is not a law enforcement operation that the AFP is doing, but sometimes that is what happens because we have to adjust to the circumstances.
04:39But technically, if we can move that along, we have a schedule so that we can say to the areas that we are looking at, that the insurgency is now free, the load on our soldiers will be reduced, and the duties of the PNP will be transferred.
05:03The reason that we arrived at this point is because, as I said, your success rate is good in dismantling, in neutralizing the personalities, in dismantling the Communist terrorist organizations, all groups.
05:21So let's continue what we are doing, keep up the good work, and we will get to that point where we can say that we can already transition fully, or at least the majority of our resources can transition already to the defense of our territory.
05:41But all together, I was surprised when I was walking and looking at my schedule that I am always here in Southern Luzon. So in the past few, unfortunately because of the typhoon.
05:57It would have been better if I was there, but I was not yet able to arrive at the camp of Capnacab.
06:27Your performance in your work is good, keep up the good work, and we in the civilian government are completely behind you.
06:38Don't be distracted by what's happening, let's stay focused, we are all the same. That's how I think, when there's a lot of noise, I always think about what my job is.
06:52Is my job to fight there? Is my job to debate those things? No, my job is to beautify the Philippines.
07:03You also have a mission, so don't be distracted, think about what is my mission.
07:13Your mission is to defend the people of the Republic of the Philippines and the state of the Republic of the Philippines.
07:23As long as it's clear in our minds, we have the same mission. I do it from the civilian end, you from the military police end. But we have the same mission. Let's keep that mission clear in our mind.
07:36And if we are distracted, of course, there's a lot of noise, a lot of noise. If we are distracted, I'll tell you, how about this? It's easy, the answer is easy. What is my mission? That's what I'm still learning. Keep up the good work. Well done. Congratulations.
08:06Thank you for watching!
