00:00A while ago, the Senate and the House of Representatives laughed at their own version of the 2025 national budget.
00:08One of the controversies is the controversial aid program.
00:13Let's witness it with Ma'am Gonzales.
00:18The House of Representatives wants to give Php 39 billion as a fund for ACAP or aid to the Kapos Angkita Program for the next year.
00:26But some Senators rejected it because they are afraid that the Congressmen will use it for the final version of the budget that they don't know about.
00:34The fund for the ACAP-Senate for 2025 was not given.
00:38This is the difference with their own version of the 2025 national budget
00:43targeted by the Senate and House of Representatives at the Bicameral Conference Committee.
00:48They formed a Joint Technical Working Group earlier.
00:52Let's keep things practical and straightforward.
00:54We don't need to overcomplicate this.
00:57My only plea is for us, conferees, not to take ourselves too seriously.
01:03If the discussion is too heated, we might need to have a coffee break to settle our differences.
01:10Some Senators insisted that they be given time to review the final version of the budget.
01:16Before we sign the Bicam report, please give us enough time to read over again and check for everything, Madam Chair.
01:28Before we sign, let's not look stupid.
01:31Yes, Senator De La Rosa, this has been the commitment of your Chairman of Finance as well as our Senate President.
01:40It is also possible to discuss the reduced budget of the Office of the Vice President at the Bicam.
01:45Actually, the major differences are just a few.
01:48You heard about the ACAP, for example.
01:52We agreed on the different initiatives as well.
01:58For now, let's just wait to see what the differences will be.
02:04Because of course, they are called the two sides of the same coin.
02:08Senate President Cheese Escudero assured that before the Christmas break of the Congress, they will give the President the final budget.
02:15Although it is a long and complicated issue, I expect that in the coming weeks,
02:20before we adjourn for the Christmas break, this issue will be resolved.
02:25The conference panel will be strengthened.
02:29For GMA Integrated News, I am Mav Gonzalez, your witness.
02:34Not less than five people were killed in a heavy snowfall in South Korea.
02:38It was recorded in Gyeonggi Province, where four people were covered in snow.
02:43One person was in the way of the bus due to the thick ice on the road.
02:48According to the Yonhap News Agency,
02:50the snow that fell in Seoul yesterday was the third heaviest since 1907.
02:58According to some residents, this is no longer common for the so-called first snow or first snowfall of the winter season.
03:05This caused heavy traffic and cancelled more than 100 flights.
03:10In Wonju, 11 people were injured in Karambola, where more than 50 vehicles were involved.
03:16In order to quickly obtain information online,
03:19the spread of false information and fake news is also spreading rapidly.
03:24This affects the lives, health, and well-being of people.
03:29How can the truth and fake news be shared?
03:32Our witness, Mackie Polido, is with us in Panata for Fake News.
03:46Because of technology, information today is at your fingertips.
03:51Just one click and the information is already there, whether you're looking for it or not.
03:56But even if the information is instant, it doesn't mean you'll be fooled instantly.
04:05According to Prof. JM Lanusa, one of those who studies the spread of fake news,
04:09if you believe it or not, it depends on your beliefs, experiences, biases, or weaknesses.
04:15That is the manipulation of those who want to deceive.
04:18Behind this are the for hire social media experts, marketing experts, and scammers
04:24who will look for your weaknesses, just believe it.
04:27Designed to be convincing, no matter how determined you are to be against it,
04:31if it exploits your weaknesses, your cognitive weaknesses, or your biases,
04:38it's hard to question it.
04:43Fake news has a direct implication that sometimes money or almost life is the only alternative.
04:48Life is the only alternative.
04:50In 2016, Mary Ann Obnamia was diagnosed with stage 2 breast cancer.
04:55Mary Ann was afraid of doctors' recommendations on chemotherapy,
04:59so she searched online for alternative medicine against cancer.
05:03Her timeline showed products called natural chemotherapy,
05:08and she was hooked by their promises.
05:33I believed it since I wanted to go for chemotherapy.
05:38After more than 4 years of taking it, the lesion on Mary Ann's breast came out,
05:43and her stage 2 cancer became stage 4.
05:47She went to the doctor again and underwent chemotherapy, and now she is cancer-free.
05:52In hindsight, I thought, why did I believe it?
05:57Maybe in my part, the hope that I was looking for another alternative,
06:04it's just hope. It's like you're going to risk it.
06:07Because you don't want this kind of medicine.
06:13Aside from direct prevention, like what happened to Mary Ann,
06:17Professor Lanuza said, in a broader or macro level, society will be the one to be prevented.
06:23What disables disinformation is the ability to trust, ability to dialogue, ability to debate.
06:29Our democratic institutions have no foundation.
06:32No one will believe the media, no one will believe the schools.
06:36How can a fake be exposed?
06:40It's already rumored, but this is still the advice of Sigla Research Center,
06:44and the source of verified online news outlets for information.
06:48You go to a well-known news media like GMA,
06:54because there is accountability for these kinds of companies.
06:59Journalists cannot produce content that can be spread online.
07:06Whereas, if you only send influencers, there are no accountability measures there.
07:12There is a tendency that no one is monitoring them.
07:18The fight against fake news and disinformation should be a fight for the whole society.
07:23Professor Edgar Belda of UP Department of Family Life and Child Development
07:28created a digital book for children.
07:31Instead of banning the use of smartphones or computers,
07:34the current generation of digital natives are teaching children how to process information online.
07:41In the book, we call it the red things, the red areas, the red flag.
07:45I shouldn't be watching this.
07:47These are the DMCIs.
07:50These are prohibited.
07:52And then, the other one is agency building.
07:55Before they start accepting it as true, they should be able to stop, pause, breathe, and think.
08:02And then decide on what do I know, currently know,
08:06and then how should I respond to this new information.
08:11Basically, that's debunking.
08:13Maybe you've heard the concept of debunking.
08:15Parents need help.
08:16The digital book has a story guide for parents to guide them.
08:20Through that, they will also learn.
08:22This is a way for the next generation to prepare that the future is a digital world.
08:30For GMA Integrated News, I am Mackie Pulido, your witness.
08:36My dears, be the first to witness.
