00:00One of the participants when I asked about the confidential funds of the Office of the Vice President
00:05was the Special Disbursing Officer, Gina Acosta.
00:08But she only gave the confi-funds to a Colonel La Chica who is part of the fund.
00:15Witness, Joseph Moro.
00:21The Special Disbursing Officer of the Office of the Vice President, Gina Acosta,
00:25gave the confidential funds to the Special Disbursing Officer of the Office of the Vice President, Gina Acosta.
00:28According to Vice President Sara Duterte, her portion amounted to Php 150,000 over Php 100,000.
00:33Acosta was taken to the Veterans Memorial Hospital where the VC followed.
00:38Before that, Acosta was answering the questions of the Congressmen
00:42regarding the Php 125 million that she cashed in December 2022.
00:47She said that she cashed the check in the Land Bank Show,
00:50put it in four traveling bags, and brought it to the OVP.
00:53When the money was cashed in,
01:00my head of agency informed the security officer.
01:10So while on the way to the office,
01:14I called up the security officer informing him that I cashed in the check.
01:22Can you please mention the name of the security officer?
01:26It's Colonel Lachika.
01:28Colonel Lachika.
01:30Can you please enlighten the committee? Who is Colonel Lachika?
01:34He is the ground commander of our VPSPGs assigned to the Office of the Vice President.
01:43She said that Acosta did not know who received the funds from Lachika.
01:47Colonel Lachika did not know about the projects of the OVP under the CONFIFUNDS.
01:52I wish to direct your attention to the left bottom portion of this accomplishment report.
02:00It says, prepared by Special Disbursing Officer Gina F. Acosta.
02:08Yes ma'am.
02:09Is this not contradictory to what you said that Colonel Lachika is next?
02:15This is my final report based on the final accomplishment report given by Sir Lachika.
02:23I am just copying it.
02:25Special Disbursement Officer of the Department of Education, Edward Fajarda, also joined the call.
02:31He withdrew P37.5 million pesos three times in February 2023.
02:37The total amount of P112 million pesos of confidential funds was placed in duffel bags
02:43and brought to the DepEd to be deposited in a cashier.
02:47Fajarda was also appointed as a security officer who provides confidential funds.
02:51He is Colonel Dennis Nolasco, who was appointed by Vice President Duterte.
02:56I was informed by BPSARA that a security officer is being designated.
03:03The instruction came from?
03:06From BPSARA.
03:07Fajarda also did not know who gave the CONFIFUNDS to Nolasco.
03:12Based on the liquidation report of DepEd,
03:14DepEd gave CONFIFUNDS to seven places, including Makati, Dabao, Negros Oriental and Occidental.
03:20Colonel Dennis Nolasco was not present at the hearing of the committee.
03:24He was the one who gave the confidential funds of DepEd.
03:28He was considered suspicious when asked how the confidential funds of the agency were spent.
03:33The committee is calling for him for the next hearing.
03:36We asked the Vice President about this.
03:39This is the reason why we don't want to discuss confidential funds.
03:44That is why there is a law that prohibits the discussion of confidential funds.
03:49We will wait for Colonel Nolasco.
03:51The two other officials of OVP and DepEd were also asked,
03:55including Fajarda's wife, Atty. Sunshine Fajarda,
03:58who is a member of the Strategic Management Office of the Vice President,
04:01as well as Lemelor Toño, Assistant Chief of Staff and Chairperson of the Bids and Awards of OVP.
04:07DepEd's former Assistant Secretary, Sunshine Fajarda,
04:10was the one who answered the allegations of giving bribes to some DepEd officials.
04:16Respectfully, I would want to answer them in a proper forum,
04:19wherein I will be able to present my defenses based on the completeness of the said allegations, Mr. Chair.
04:25For GMA Integrated News, I am Joseph Morong, your witness.
04:31Assistant Chief of Staff of the Office of the Vice President, Lemelor Toño,
04:35was involved in the acknowledgment receipt submitted by their office for liquidation.
04:40He said this when the congressmen asked him why in the acknowledgment receipt,
04:45the same writing was used by the Chief of Staff of the Vice President, Atty. Zulaika Lopez.
04:52Edward Fajarda, a former DepEd Special Disbursing Officer,
04:56asked about the spreading text messages where he asked for the bank details of the regional directors.
05:06Fajarda explained that this was ordered by Vice President Sara Duterte.
05:10Whenever the Vice President visits schools,
05:14he sees DepEd officials in need of financial assistance.
05:18The money came from the Vice President.
