Socso Act amendments to cover tragedies outside workplace on the cards, says deputy minister

Amendments for the Employees' Social Security Act 1969 might be tabled in the next parliamentary session to include protection for tragedies outside of the workplace, says Deputy Human Resources Minister Datuk Seri Abdul Rahman Mohamad.  He said that the Cabinet has agreed since March this year for the Human Resource Minister to implement the scheme for non-employment disaster social security which will protect those who are not in employment. 00:00Thank you, Mr. Speaker. As we are well aware,

00:03the number of people working in the industry is increasing,

00:06up to 60 years.

00:08Most of the workers are suffering from chronic diseases

00:11after 60 years.

00:14Taking into account their contributions

00:16over the past 30 years,

00:19can you provide a safety net

00:21through insurance companies,

00:23for example, medical insurance

00:26that is covered by the insurance companies?

00:29Mr. Speaker, as we can see,

00:31when a 60-year-old person

00:35suffers from chronic diseases

00:38such as diabetes, heart disease, or blood pressure,

00:41and there is no income,

00:44there is no safety net,

00:46and there is no insurance that covers this cost,

00:49the medical bills are not less than Rp 1,500.

00:52So, can they not work for almost 30 years?

00:55Can they not use insurance to cover their losses?

00:59If not, this will be a burden on the government

01:01through the Ministry of Welfare, etc.

01:03I would like to hear your views, Mr. Speaker.

01:09This morning, I am fortunate, Mr. Speaker,

01:11because two former Ministers of Finance

01:14or the former Minister of Finance

01:16asked me,

01:17the Minister should be the one to answer,

01:20not the Speaker.

01:22It should be.

01:23However,

01:24I will still answer the question raised by Mr. Speaker.

01:28And we know that

01:30in 2030,

01:32at least 15% of the population will be affected

01:37as stated by Mr. Speaker just now.

01:41And what Mr. Speaker raised

01:44is through the basic human structure,

01:47from 2025 to 2030.

01:50Mr. Speaker, you must know this.

01:52This has been raised in this matter.

01:55And the benefits of Pekeso

01:57is taking into account the cost of living

01:59and the rate of inflation

02:01as well as the utility of Pekeso funds.

02:04For the above 60-year-old workers

02:06who are still working in the former sector,

02:09those workers are eligible to live

02:11under the working disaster scheme.

02:13And from one point of view,

02:16Mr. Speaker,

02:18in principle,

02:20the Cabinet has agreed in March 2024

02:24to implement the social security scheme

02:27instead of the working disaster scheme.

02:29This means that

02:31those who are not working

02:34will be protected.

02:36This has been agreed by the Cabinet.

02:38But the problem now is that

02:40it is still in the framework

02:43to be brought into the Cabinet meeting.

02:47It will be brought

02:49into the Cabinet meeting.

02:51We pray that because of these four documents,

02:53it must be changed through the Cabinet

02:55and will be brought back

02:57to the Parliament hearing

02:59which may be postponed.

03:01This time it may not be possible

03:03and may be postponed

03:05to the next hearing.

03:07And I believe

03:09as was brought by

03:11our former minister, Mr. Tapah,

03:13I know the struggle of his time

03:15in this matter.

03:17And of course he wants to see

03:19what developments happened

03:21during his struggle.
