The Immigration Department will introduce an online special pass (eSP) starting January 2025, which is one of the initiatives to transform service delivery towards digitalization and speed up government transactions, said Home Minister Datuk Seri Saifuddin Nasution Ismail.
A special pass is a document issued to foreigners to grant the holder the right to enter and stay in Malaysia for no more than thirty days based on regulation 14 of Immigration Regulations 1963.

00:00I said earlier that it is the Prime Minister's hope during the budget crisis
00:13for all parties to improve the administration and speed up the affairs with the people.
00:23Today, we celebrate by launching the special pass initiative in Thailand.
00:31This is an initiative to change the delivery of food to the refugees.
00:40The pass is a document issued to foreigners
00:47to give the right to enter and stay in Malaysia for no more than 30 days
00:54based on the 14th Immigration Regulations of 1963.
00:59Last year, 139,344 special passes were issued.
01:06This year, as of October, 119,019 special passes have been issued to foreigners.
01:13This means that the pass has to come to the immigration counter to be processed.
01:20We can see that 50% of the immigration counter,
01:25such as social security pass and visa, pass and permit,
01:31are related to this special pass.
01:33So, when we say that they can request by mail,
01:39the first thing that comes to mind is that the immigration counter can be reduced
01:44because our figure shows that 50% of the immigration counter is related to this issue.
01:50I would also like to say that this pass,
01:55aside from the fact that I am sure that it can reduce the number of customers involved,
02:01we are also in the process of handling this matter.
02:08The holder of the long-term social security pass and the special pass
02:14only have the valid pass.
02:17If the pass has expired, they are not qualified.
02:20They have to finish it first.
02:22So, any foreigners who are waiting for a decision for a new request,
02:28or a replacement of the long-term social security pass and the special pass,
02:35or if they have health issues that require them to go to the hospital,
02:41or if they are involved in road accidents, natural disasters,
02:45or if they are in an out-of-control situation,
02:48where the face of the customer is on the line,
02:53they can request.
02:56So, basically, this initiative is an ease for the requesters
03:02in handling matters related to immigration,
03:05especially in an emergency situation or that requires special consideration.
03:10It should be remembered that even though we provide a pass like this,
03:16KDN, with its real function, will not compromise in terms of safety.
03:22Even though the request is made on the line,
03:25the aspect of safety and transparency has never been neglected.
03:29Because we have a backdoor arrangement that allows the request to be made on the line,
03:35even if it is done through a backdoor or a safety verification.
03:39Of course, there are some conditions that they need to meet,
03:44including that they are here with a valid pass.
03:47With regards to the pass, is it open to all or a limited number of countries?
03:53All.
03:55In terms of this year's request, which country has the most requests?
03:59I need time to answer that.
04:02I need time to answer the specific question.
04:05Which country has the most requests?
04:08139,000 last year, this year it is 119,019.
04:12When there is data, of course there is a gap in the country.
04:16But because it is impromptu, I do not have time to answer all of them.
