Over 600,000 undocumented foreign workers not involved in the Manpower Recalibration Programme are urged to take advantage of the Migrant Repatriation Programme, which comes into effect on Friday (March 1).

Home Minister Datuk Seri Saifuddin Nasution Ismail said they are allowed until the end of this year to return to their home countries without facing legal action and will only be fined for certain offences under the Immigration Act.

00:00 "In the media, I have announced that the Migrant Repatriation Programme will be implemented
00:08 starting today, 1st March, ending 31st December.
00:12 The purpose is to allow foreigners without permission to return to their country freely.
00:19 Why are they here?
00:21 They are over-reaching.
00:23 Why are they here?
00:24 They misuse their passports.
00:27 Why are they here?
00:28 They have no documents at all.
00:31 These are all the mistakes that can lead to their imprisonment.
00:35 In this period, starting today,
00:38 if they have this category, they can come to the Immigration Department.
00:44 They can show their documents, if they have any.
00:48 Or they can show a document from their embassy,
00:53 like an emergency certificate, for example. That's enough.
00:58 We will process them.
01:00 And of course, they will be given a minimum compunct.
01:03 For example, they have an Immigration Act,
01:06 Section 601(c)
01:09 "Malaysia's entry into the country without a valid passport".
01:13 We will give them a compunct of 500.
01:16 They were prisoners.
01:17 But this is the period that we feel,
01:20 1st of March, in two weeks, we will be in Ramadan.
01:24 So they can return.
01:26 Another thing, they will be given more time,
01:29 after the passports are expired.
01:32 We will give them a compunct of 500.
01:35 And if they violate the Immigration Regulations,
01:38 which is a violation of the passports,
01:41 their passports are already in the field.
01:42 Suddenly, they work in the service sector, for example.
01:45 That's wrong. So we will give them a compunct of 300.
01:48 They pay for the compunct,
01:50 then they can return to our country,
01:53 without a valid passport.
01:54 Okay?
01:56 We also work with several embassies,
02:00 including the embassies of Indonesia, Nepal,
02:04 where I would like to thank these two embassies,
02:08 because they also help make it easier.
02:11 Because they have to come to the Immigration Department.
02:16 So the embassies can provide transportation facilities.
02:22 Sometimes our payments are online.
02:25 Immigration doesn't accept cash payments.
02:28 So the embassies help with the payment process
02:32 via telegram, for their people.
02:34 So their people collect it, and then it's a different story.
02:37 But in that way, it makes our process easier.
02:41 In the previous year, the program recorded a record of 225,000
02:49 who benefited from the Sukarela program,
02:52 which we did not control.
