A review of the Animal Welfare Act 2015 should be conducted following reports of abuse involving stray animals, said Bera MP and former prime minister Datuk Seri Ismail Sabri Yaakob in the Dewan Rakyat on Monday (Nov 18).

00:00I would like to know about the actions related to animals, the cruelty to animals.
00:11Recently, on 12 November, I received a memorandum from the Global Human Rights Organization
00:21together with the Malaysian Wildlife Association, the Malaysian Animal Welfare Organization,
00:27Suara Haiwan, and the Malaysian Animal Welfare Organization in front of the parliament.
00:36The memorandum calls for justice and animal welfare services throughout the country,
00:44including asking the government to review the Animal Welfare Act 2015.
00:53What is happening now is that there are many local authorities
01:00who are using their small laws to kill or shoot wild animals.
01:07I would like to say that because the Animal Welfare Act was passed in the parliament,
01:14this act binds the local councils and so on in terms of action.
01:19Even though they have small laws, the fact that the Animal Welfare Act was passed in the parliament
01:25means that it is higher than the small laws in the local councils.
01:30I would like to ask for a few suggestions.
01:35The first suggestion is that the Animal Welfare Act should be re-examined,
01:40and if it needs to be amended, the government should be able to amend it.
01:47Secondly, all local councils and local authorities should not shoot based on small laws.
01:57And I have explained earlier that the Animal Welfare Act binds them.
02:02Thirdly, many NGOs provide housing or shelters to abandoned animals.
02:13So, I hope that the local councils will work with NGOs to take care of animals
02:21and provide shelters for these animals.
02:26One more thing that I would like to ask is,
02:30how many JPS or DVS are appointed to enforce the Animal Welfare Act
02:41in terms of monitoring, supervising and so on.
02:47And if there is no approval from the JPS or DVS,
02:54I hope that the researchers can consider whether to establish a special authority
03:03to monitor the animals or hand it over to other authorities.
03:15So, I hope that cases of cruelty to animals,
03:21like what happened in Sabah,
03:23where a man shot and beat an animal to death.
03:31And also in Selayang,
03:35a cat was put in a garbage can and killed.
03:41I think it is our responsibility to take care of the animals.
