00:00One hundred and fifty people have been affected by the effects of Hurricane Christine and Super Hurricane Leon in different parts of the country.
00:09In Cagayan, a resort was hit by a storm surge.
00:13But according to the local government, the area is in a no-build zone.
00:17In Ksila, Jonathan is here.
00:21Jonathan?
00:23Pia, we're just at signal number one here in Maysantaan, Cagayan.
00:26And since this morning, the weather here is nice and the sun has risen.
00:29But the stormy waves are still frightening here in the bay, especially with the high tide.
00:40The wind and rain that were experienced earlier this morning in Batanes are still raging.
00:45Because of Hurricane Leon, the wind speed was increased to signal number five in some places.
00:49Earlier this morning, the waves were still strong.
00:54That's why the windows and doors of some establishments were closed so that the wind won't damage them.
01:01Some parts of Batanes have almost zero visibility.
01:06Because of this, the roads of Basco were flooded.
01:09The branches of other trees were cut off.
01:13That's also what happened in the town of Ibana.

01:36In Pamiminsala, the storm surged in Santa Ana, Cagayan.
01:39It destroyed the seawall, resort, and a house in Barangay Centro.
01:43The walls fell down as the waves formed.
01:47According to the residents, when the seawall was destroyed, the waves reached the people.
01:52Actually, they said that the waves reached the roof of the house.
01:55And the storm surge was devastating.
01:58Because it ate the roof of the house.
02:01In other parts, the sea swallowed the roof of the house and ate the waves.
02:05Even the land in this part was eaten by the sea.
02:09Look at the bottom of the house. It's empty.
02:13The house of Mrs. Josefina was not saved from the storm surge.
02:17I feel sorry for my daughter.
02:20Why?
02:21She's the one who destroyed our house.
02:24I hope that we can move out.
02:28Sir, we don't have a place to stay here.
02:32According to the residents, when the waves rose, the sea water reached here.
02:37But the municipality said that there's no build zone or structure.
02:4140 meters from the high tide level of the sea.
02:44Let's move out of here.
02:45Because we can see that it's not safe anymore.
02:48Actually, we don't have any issue with the zoning permit.
02:52None.
02:53Because we know that it's illegal.
02:56The residents are the ones who destroyed the seawall and the municipality did not approve it.
03:00The LGU is ready to help the unrescued in Daluyong.
03:04But they will report to the DINR to investigate.
03:07According to the owner of the resort in the town of Santa Ana who was affected by the storm surge,
03:11they have a business permit.
03:13They also follow the Salvation Zone.
03:15When they built the resort in 2019, they were still far from the sea.

03:45There was a study presented to us.
03:48By 2030, our shorelines will be elevated.
03:52And our usable land area will be reduced.
03:59Gradually, our shorelines are getting closer to our residences attributed to our climate change.
