00:00Good afternoon, here is the update on our monitor, Bagyong Leon.
00:05This is our latest satellite image.
00:09Leon has landed in the southeastern portion of the Taiwan area.
00:15As of 4 p.m., it is 320 kilometers north-northwest of Itbayat, Batanes.
00:21The strong wind is blowing at 155 kilometers near the center and Bugso,
00:26which is about 255 kilometers per hour.
00:30It is moving in the direction northwest at a speed of 25 kilometers per hour.
00:35Although Leon will be flying away to the extreme northern Luzon,
00:39we still expect the rains with gusty winds in Batanes and Baboyan Islands.
00:45For Metro Manila and the southern part of Luzon,
00:48we still expect heavy rains and thunderstorms,
00:52lightning and thunderstorms,
00:54along with the trough of Leon,
00:57while in Visayas and Mindanao,
01:00we expect heavy rains and thunderstorms and chances of localized thunderstorms.
01:06Our colleagues in the Regional Services Division
01:09will continue to issue rainfall advisory, thunderstorm advisory,
01:13or heavy rainfall warning if necessary.
01:17This is what we expect from Leon's track.
01:20After passing through Taiwan's landmass,
01:24it is possible for it to move in the direction northeast
01:27and the second landfall over mainland China,
01:30which we are not yet ruling out.
01:33It is possible for Leon to leave our Philippine Area of Responsibility
01:38tonight or tomorrow early morning.
01:43We still have a high signal number 2
01:46in the northern portion of Batanes.
01:49Tropical cyclone wind signal number 2,
01:51so it is measured by strong winds.
01:54Signal number 1 in the southern part of Batanes,
01:57along with Baboyan Islands,
01:59along with the northern portion of mainland Cagayan,
02:02and northern portion of Ilocos Norte.
02:05We can see that our signals are decreasing
02:08as Leon moves away from our country.
02:13We still have heavy weather advisory.
02:17Heavy to intense, 100 to 200 mm of rain
02:21is expected in the Batanes area,
02:23while moderate to heavy, 50 to 100 mm,
02:26in Baboyan Islands, Ilocos Region, Zambales, Bataan,
02:29Occidental, Mindoro, and in Calamian Islands.
02:34Especially in the rainy season,
02:36it is possible that there will be flooding
02:38or landslides in the next few days.
02:40We are saying here,
02:42generally, in elevated, highly elevated areas,
02:45or in mountainous areas,
02:46it is possible that there will be a forecast of rain.
02:50Under these conditions,
02:51flooding and rain-induced landslides are expected,
02:55especially in flood-prone areas
02:57and landslide-prone areas.
03:00We are also expecting heavy winds and landslides
03:04in areas without signals.
03:05Today, a large portion of Cordillera Administrative Region,
03:09in Quirino, Nueva Vizcaya, Aurora, Bataan, Metro Manila,
03:14Calabarzon, Mimaropa, Bicol Region, Northern Samar,
03:17and a large portion of Western Visayas.
03:20By Friday, heavy winds and landslides
03:22are possible in Batanes, Baboyan Islands,
03:25Northeastern Mainland Cagayan, and in Eastern Isabela.
03:30We also released a warning as of 5 p.m. today
03:34where we expect
03:36here in Batanes, Baboyan Islands,
03:39Northern Coast of Ilocos Norte,
03:41Western Coast of Ilocos Norte,
03:44in Mainland Cagayan, and Ilocos Sur.
03:46So, if possible, let's not travel to those areas
03:49because it will be dangerous
03:51until the ocean is very dangerous.
