00:00Hello everyone, and welcome to this special interview on the occasion of the state visit of President Emmanuel Macron in Morocco.
00:16A visit that is carried out on the invitation of His Majesty the King Mohammed VI, a first for six years now.
00:22The last visit of the head of the Elysée in the Kingdom dates back to November 15, 2018.
00:27It was at the launch of the Grand Line at high speed, inaugurated by the sovereign and the French president.
00:34Six years later, these secular relations are more than ever relaunched.

01:29So, what do you think of this strategic partnership, relaunched between Rabat and Paris?
01:35A partnership that the Elysée wants to register in the next 30 years?
01:42Well, it obviously warms my heart.
01:45It warms my heart, first of all, because I feel very Moroccan, quite personal and familiar.
01:56But above all, it makes me happy because this misunderstanding, this word, had absolutely no meaning.
02:08And really, I deeply regret these difficulties in which we have our share of responsibility.
02:21It warms my heart, especially because we have a lot to learn from Morocco.
02:28And we currently particularly need Morocco.
02:34Really, at a time when you can see that France is looking for, in its social cohesion, in its projects, in its governance,
02:48what Morocco has been doing for thirty years,
02:53this inclusive development where the very great modernity of Moroccan teams relies on tradition, inclusion, solidarity.
03:06The way to combine these two central subjects is essential for France.
03:14And then we need Moroccan perspective, Moroccan listening in our relationship with the Great South, if I dare say so.
03:28With Africa, of course, the Francophonie.
03:33I was very marked, I had followed the campaign for Morocco's return to the African Union a few years ago.
03:43Majesty went to see the countries, one after the other, and the need for Morocco in Africa.
03:51I think it's an absolutely crucial event.
03:55And we, who have lost this understanding a little over the past few years,
04:04the Moroccan perspective is absolutely essential.
04:10So, in this state visit of the French president to Morocco, we saw it, it was also a question in this equation that changes,
04:20to support the respective economic sovereignties, but also in terms of energy, health.
04:27Can you tell us, first of all, about this economic partnership within the framework of this mentioned sovereignty?
04:39Yes, I won't tell you about the possible contracts or conventions that will be signed.
04:45On the other hand, I know what the points are on which, I mean, an alliance, I say an alliance.
04:53Morocco, for example, is extraordinary in rural, decentralized electrification,
05:02which is not only a technical problem, it is also a social and financial problem.
05:08Morocco and France have skills in terms of production.
05:14Morocco has very, very beautiful companies.
05:17There are possible agreements with the port of Darla on gas, on the development of renewable energies.
05:24In terms of transport, it is obvious that France has real production and operating capabilities.
05:35In terms of professional training, there are also people in agriculture, obviously.
05:42We are brothers, in fact.
05:48There is an extraordinary Moroccan development that has taken place.
05:54It is up to us, the French, to adapt to this Moroccan talent, to this Moroccan genius,
06:00which is being deployed with a little modesty and great transparency and great clarity.
06:08Jean-Louis Borloo, you have just spoken of electrification.
06:11Since 2015, you have been presiding over a foundation that aims to develop the electrification of the African continent.
06:19You have just spoken about it.
06:21You know the provinces of southern Morocco well enough to have been there several times.
06:26What is your view on this transformation and the development of these regions over the last two decades?
06:35And perhaps, in particular, you have also spoken to us about its potential in terms of exploiting renewable energies.
06:41This is a field that you are well aware of.
06:44Madam, you are touching on something absolutely crucial.
06:52It is important to understand that this part of Africa will be,
07:00around Darla, around this great region, with winds of great stability,
07:05with the best penetration of the sun, in any case the most effective,
07:10with the port of Darla and the capacity to generate gas,
07:14must become the African hub of energy.
07:20It must be understood that defending the development of the Sahara
07:25is contributing to the development of Mauritania, Chad, Burkina Faso, Niger, Benin,
07:37all this part of Africa, the energy hub of the world,
07:42where the energy produced will be the cheapest and the most sustainable,
07:48the least carbonated, will be Morocco in general.
07:53And then, as Africa in its development also has a problem of relations between capital,
07:59the aeronautical hub of Africa needs the world to be able to move with capital.
08:07The RAN is doing a magnificent job, so it is not a matter of company,
08:13but obviously this part will one day be a major aeronautical hub.
08:21So, it must be understood that it is embedded in all this part of Africa.
08:26It is absolutely vital for Africa beyond Morocco.
08:32Why am I happy about this moment?
08:38It must be understood that Africa, even beyond Morocco,
08:44is the chance or the dream of Europe.
08:47We are not deluding ourselves.
08:49When 66% of the African continent does not have access to energy,
08:53which is the first of human rights,
08:56because it allows agriculture, water, security, health, etc.,
09:02we will have a major problem.
09:04When we created this foundation to create the energy hub,
09:07I had proposed, while Morocco had not yet returned to the African Union,
09:12that the Director General be a Moroccan woman,
09:17who was a great woman, a minister,
09:22to tell you how much Africa expects a lot from Morocco.
09:26It is necessary to understand the leadership of Morocco in Africa
09:32and on a large part of the Middle East project.
09:36You also said that Morocco was the retreat.
09:39The retreat between Europe and Africa is much more than that.
09:44Because there is a personal moral embodiment of His Majesty the King
09:49and the success of Moroccan economic, political and social actors.
09:55It is the entire Moroccan nation that has become an extraordinary example.
10:01This ability to manage time for a very long time is essential.
10:06Basically, it is the impulse of His Majesty the King and the Royal Cabinet
10:12to create at other times elections, regional, legislative agglomerations.
10:19This extraordinary subtlety makes Morocco one of the best governments in the world.
10:26I am not saying that everything is easy, everything is simple, of course not.
10:31But it is extraordinary.
10:33And if we, the French, could sit down and listen,
10:39look at what does not prevent our ability to contribute in our own way,
10:44where we have a real added value.
10:47Jean-Louis Borloo, I think we understood that you had a great love for Morocco.
10:55You also like football, it seems to me.
10:58You were in your life the president of the Valenciennes football club.
11:04So, to finish, why not give us a little bit of your appreciation
11:09of the evolution of the Lions of the Atlas at the global level, at the African level?
11:14Listen, frankly, it is not my pro-Moroccan chauvinism that makes me speak.
11:23But in truth, they flooded and they broke down morally and technically this World Cup.
11:33You see, when I felt that my Moroccan brothers had a tenderness for Argentina
11:44rather than for France, when we know the fraternity that unites us,
11:50I said to myself that we had to make some mistakes and a little hurt.
11:54But to return to football, an exceptional team,
11:58exceptional coaches, world-class players,
12:02but all this with a lot of humility, a lot of kindness.
12:06And so, what will happen there in the years to come, it will be extraordinary.
