00:00The Department of Public Works and Highways is crying.
00:02They are trying to speed up the implementation of the Bicol River Basin Development Project
00:08in accordance with the Directive of President Ferdinand R. Marcos, Jr.
00:12This is Patrick De Jesus' report.
00:16In accordance with the Directive of President Ferdinand R. Marcos, Jr.
00:21to re-study the Bicol River Basin Development Program,
00:25DPWH Secretary Manuel Bonoan said
00:28that the target is to start detailed engineering in the so-called project next year
00:33while the civil works is in 2026.
00:37Bicol Region is one of the most affected
00:40after the eruption of Hurricane Christine.
00:43It is expected to be replaced by the Bicol River Basin Development Program
00:48which was projected by the former President Ferdinand R. Marcos, Sr.
00:52However, in 1986, DPWH said
00:57that the project will cost almost P80 billion
01:02from short-term to long-term implementation
01:05where the Korean government will help in funding through a soft loan.
01:10We will try our best actually to hasten the implementation of the President's orders.
01:17The Bicol River Basin is the confluence of the rivers, the flood.
01:25Even the tributaries coming from Mayon Volcano
01:29go here to the Amica Marine Resort.
01:32That's how strong the accumulation of floods is.
01:37In addition to this, there is also a comprehensive study
01:41for flood control in all 18 river basins across the country
01:46led by DNR.
01:48That's a long-term solution.
01:50We might reach the end of it, right?
01:53But that's the right direction.
01:56So there's an executive order issued by the President.
01:59When it comes to comprehensive, of course, engineering solutions are a major component.
02:05And it also has an environmental aspect and social aspect
02:11as well as the discipline of the people, right?
02:14These are just part of a long-term flood solution
02:17while the local flood control projects are still being studied.
02:22Many have been asking me,
02:24there are a lot of funds already invested in flood control projects, etc.
02:30But I said, yes, there are a lot.
02:33But I think these flood control projects
02:39are the local priorities that address the immediate requirements
02:47to mitigate the protection of low-lying areas
02:52in their respective municipalities or regions.
02:56Meanwhile, assistance to the affected areas continues to be provided.
03:01More than 600,000 family food packs have been distributed by DSWD.
03:07According to the AFP, EDCA sites are also being used
03:11for the rapid deployment of assets.
03:14EDCA sites may also serve as a command and control point for multiple nations.
03:20Just like now, Malaysia and Singapore are already helping.
03:25So we can use EDCA sites as a command and control hub.
03:30According to NDRRMC, there are already 6.1 million individuals
03:36who were affected by the Christina Tsunami.
03:39And 140,000 families, or half a million individuals,
03:44are still staying in evacuation centers.
03:47As of 116,000 people have recovered
03:53while 30,000 are missing.
