00:13Good afternoon from the city of Kazan in the Russian Federation, where the Russian President
00:19Vladimir Putin just minutes ago finished his final press conference, kind of officially
00:27closing the summit.
00:29He is still maintaining, as the other leaders also do, some bilateral reunions, but this
00:36was on behalf of the BRICS, the last official statement, and he provided important information
00:44to the Russian President.
00:45He summarized the Russian activities during the BRICS presidency and emphasized that it
00:51continues until the 1st of January with further events taking place within the BRICS context.
00:59He said 200 events, conferences, the business forum have taken place during the year.
01:05He mentioned the BRICS sports event, BRICS women's events, and he said that these are
01:13continuing until the end of the year.
01:15He said 35 states and six international organizations participated in this summit, where, according
01:23to the Russian President, truly independent and sovereign states have gathered together
01:29that have chosen to choose their own path.
01:32He summarized the activities of the conference within the three chapters, politics, security,
01:40trade, investment, and cultural activities and connections, and then he came to speak
01:46about the BRICS platform, which revived future cooperation with its members, and he set the
01:54goal again to establish, I quote, a more democratic, inclusive, and multipolar world.
02:01He emphasized that interbank communications, settlement agreements, new development activities
02:08will continue, and he provided the news that Dilma Rousseff will continue as chairwoman
02:15of the New Development Bank, despite the fact that Brazil takes over the presidency next
02:22year of BRICS, so the president of the new NDB and the pro-temporary president of the
02:30NDB will both be Brazilians.
02:32But he said, everybody knows that we are under Western pressure, so we don't want to lay
02:37our burdens on the bank, so Dilma Rousseff's time has been expanded.
02:44Very important statements came from the Russian president regarding the BRICS expansion.
02:50He mentioned again that the BRICS countries have established a new category, the partner
02:56country category, emphasizing that BRICS is open for everyone.
03:01And then he explained that during the summit, the delegations have held meetings with each
03:08other to come to a consensus about whom to invite to this partner country status.
03:16There is a certain consensus about certain countries, which the Russian president did
03:22not reveal, but he said there is a consensus, and he said these countries will now receive
03:30an invitation by BRICS, and if they respond positively, then they will be invited to
03:36officially get the partner country status.
03:40And then in the questions and answers part, he was asked whether Brazil was vetoing Venezuela's
03:48application for BRICS membership.
03:51And the Russian president said that he had a talk with the Brazilian president the day
03:57before yesterday, and that they clearly have different positions regarding the Venezuelan
04:03elections.
04:04Putin emphasized that there are electoral laws in Venezuela, that Venezuela has complied
04:10with these, and that the actual president, Nicolás Maduro, has won the elections.
04:16And he expressed his hope that, in their bilateral relations between Venezuela and Brazil, they
04:24will overcome these problems, and he expressed that he has confidence in that Lula, whom
04:31he called an honest and integral person, will treat the matter objectively.
04:37So he indicated that this problem might be overcome, and also shared the news that the
04:44Brazilian president had delivered him a message to be delivered to the Venezuelan president.
04:51So there is, regarding the expansion of BRICS, we have to state the following.
04:56There is a list that the existing members have a consensus upon.
05:01This is necessary.
05:02It is not by majority rule, but by consensus.
05:06And then there are other cases where they don't have yet a consensus.
