00:00At this point, let's talk about the situation in Naga, Camarines Sur, in the middle of the storm. We will talk to Naga, Camarines Sur Mayor Nelson Legacion.
00:11Mayor Legacion, good morning to you.
00:14Good morning.
00:17This is Ivan. We are live on Unang Balita. As we speak Mayor, how many barangays are still submerged in the flood?
00:25Almost 10 barangays are still submerged in the flood. These are the barangays that are in or near Central Business District 1, 2, and these are the barangays that are highly populated.
00:48Yes. Are there still residents who are still in the barangays waiting for the rescue Mayor?
00:56We are still able to see and we are still in contact with them. Our rescuers are still doing their job.
01:14However, we are limited because the flood is still high. We cannot enter or go even if the tracks are already high.
01:32So what we need is a motorized boat or a simple boat.
01:43But the track is still not working?
01:46There are places where the track is not working. Last night, we tried to go to several places. Even the military track is not working.
01:57But Mayor, has there been an improvement in your weather conditions? Has the flood reached some places?
02:04In some places, there is no flood. But as I mentioned, we still have around 10 barangays that are still submerged.
02:16How many evacuation centers are still there Mayor?
02:20Our last count yesterday was around 2,000 families.
02:32Okay. Your supplies of food items and non-food items are okay.
02:37I just want to mention, although the number of evacuation centers is around 2,000 families,
02:46but the number of barangays and places that are still flooded is still high.
02:56Maybe around 15,000 or 20,000.
03:02Because our estimate, the number of population affected by the flood is around 70 percent of the total population of Naga.
03:20Meanwhile, the area affected by the flood is around 30 percent of the total area of Naga City.
03:32Therefore, around 70 percent of the population, that's around 30,000 households.
03:46Yes.
03:48This means that there are more families in barangays compared to the families in evacuation centers.
03:58Yes. This means that even if you're not in an evacuation center, a large part of the population of your city is affected.
04:07In regards to the worst hit, Mayor, have we seen anyone who got injured or died?
04:13Yes. But we are still waiting for the final number based on the declaration of the Philippine National Police.
04:26But definitely, there are people who got injured and died.
04:32How widespread are the power outages there, Mayor?
04:35The electricity started to return yesterday.
04:42The target for today, based on our discussion yesterday with the general manager of Casorecoto,
04:53our local electric cooperative, they will try to electrify and energize all areas of Sinagang, except for the flood areas.
05:11Mayor, lastly, there are private individuals or groups who want to mobilize and organize to provide assistance to those in your area.
05:19How do they do it? How do they go about it?
05:22Who will coordinate with them and what are the needs of our people in Naga?
05:28Yes. First of all, I would like to call on our people in the country to help our city.
05:41The province of Camarinesur in Naga is a part of it.
05:49A large part of the city of Naga and some municipalities in Camarinesur are flooded.
06:00I hope you can help us.
06:05Right now, what we are trying to do is part of the rescue operation.
06:15What we need is an uprise boat, motorized boat.
06:20If we have a motorized boat, even a jet ski, we can lend it to our people.
06:30Even an ordinary boat or any amphibious vehicle can be used in our rescue operation and in bringing food.
06:42Second, food. Relief items, food.
06:51These kinds of assistance can be sent to the city hall of Naga.
07:00I can also contact our city social welfare and development office.
07:09Mayor, thank you very much for accepting our call.
07:13We will continue to keep you updated on the situation in your area. Thank you.
07:19Thank you very much.
07:21We have talked to Naga City Mayor Nelson Legasion.
