00:00A judge recommended that the investigation of the Chamber and Senate of the War on Drugs by the Duterte administration should be done by one person.
00:07The former President Rodrigo Duterte, on the other hand, will not face the hearing of the House Quad Committee today.
00:13Let's hear from Tina Panganiban-Perez.
00:17The lawyer of the former President Rodrigo Duterte told the Quad Committee of the Chamber that the former President will not be able to attend the hearing.
00:26Duterte wanted to go, but he short-noticed the invitation of the Quad Committee and the former President will only return to Davao from Manila on Wednesday.
00:37The former President's mood is not good and he needs to rest.
00:42But the former President agreed to attend the next Quad Committee hearings after November 1.
00:49We will afford him the courtesy due to a former president.
00:54The lead chair of the Quad Committee recommended that the investigation of the Chamber and the Senate of the War on Drugs and Extrajudicial Killings should be done by one person.
01:07For the House and the Senate conducting a session jointly, that's not new.
01:14But conducting an investigation, I think this is new.
01:18That's why we are proposing that if the rules do not prohibit that, then therefore, I guess, to me, we should all agree.
01:27But according to Senate President Cheese Escudero, there are no rules in the Senate that it can conduct a joint investigation with the Chamber.
01:36The Senate Blue Ribbon Committee will hold a hearing in the Senate on EJK.
01:42The Congress is on a break.
01:44That's why under the rules of the Senate, only the Blue Ribbon Committee can conduct a hearing even if there is no referral from the plenary.
01:52And because Blue Ribbon Chair Senator Pia Cayetano is in an Energy Summit,
01:58Senate Minority Leader and Justice Committee Chair Coco Pimentel will lead the hearing.
02:05We can hold the hearing in these coming two weeks.
02:09The hearing will start at the beginning of Duterte's term from 2016 until it ends in 2022.
02:18The former police officer, former PCSO General Manager Roina Garma, and former NAPOCOM Commissioner Edilberto Leonardo will attend.
02:29The former president can also attend the Senate hearing.
02:34Pimentel assured that the investigation will be fair.
02:38Of course, if he's willing to attend, then maybe we can set it in the second hearing.
02:43Let's finish all the allegations in the first hearing so that the second hearing can be answered.
02:50Senator Bato Dallarosa said that he wants the committee on public order and dangerous drugs to lead the investigation.
03:00But he agreed that Blue Ribbon will conduct the investigation.
03:05Dallarosa was the first PNP chief appointed by Duterte during the drug war.
03:11The public deserves to know the truth.
03:14That's why I am happy that this investigation will be handled by the Blue Ribbon Committee of the Senate
03:23because I know the truth will be revealed.
