00:00This is an important event where countries, members of the BRIC, have summoned several

00:11countries to power all of this funding process of the BRICs to strengthen BRICs cooperation.

00:24This bloc is demanding integration towards the southern countries.

00:29For Cuba, it's a great honor to participate in this summit.

00:34We had participated in the South Africa summit, represented the 77th group at the presidency

00:44of this summit, but President Vladimir Putin, the head of the BRICs right now, invited Cuba

00:53to attend this summit, which means a great honor and important opportunity that Cuba

01:04participates in this summit, taking into account the relations Cuba establishes with BRICs

01:14and the aspiration of Cuba of being approved as a member of BRICs.

01:20And with a favorable environment towards Cuba and BRICs, a country seized by the North American

01:31blockade and included in a list of countries sponsored of terrorism, an environment of

01:38inclusion, of equality, of cooperation and collaboration, an environment of solidarity

01:45on the basis of projects that are developing among the BRICs members and the southern countries

01:52with mutual benefit and an inclusive perception where defense aspects of multilateralism and

02:01also the aspirations towards changes the unfair international economic order that is established

02:10today in the world in response to the interests of the imperialist powers.

02:15On the basis of creating an economic and trade structure of cooperation that takes into account

02:23the complexities that may exist among the different countries and take advantage of

02:27its potentialities and a space where President of China Xi Jinping summoned five initiatives

02:36related to the development or the building of a global community with shared future,

02:46a global community of security to share the advancement of science and innovation among

02:53other aspects.

02:54Therefore, it's an event where we were going to participate at the highest level of our

03:00country.

03:02Due to this emergency situation on the electricity supply and the alert of the hurricane, we

03:09have decided not to participate and stay in the country to face the situation with the

03:17head of the government and the authorities of the country to face the emergency situation

03:24on the energy supply and also the recovery of the damages caused by the Hurricane Oscar.

03:36But we will be represented by our Minister of Foreign Affairs, Bruno Rodríguez Parrilla.

03:46This is an event where we're going to have the possibility to encounter and attend interviews

03:54with important leaders of the global level, President of the Russian Federation Vladimir

04:01Putin, President and Secretary General of the Communist Party of China, Xi Jinping,

04:07and also with leaders of the Vietnamese delegation and other countries, including BRICS members.

04:16All of these events, I think the important part of them will be carried out.

04:23And Cuba's participation will have an important impact and will transcend this event.

04:29But we wanted to explain to the population the reasons why we are not going to attend

04:34this event.

04:36We keep fighting, we keep working in addressing these two important situations that cause

04:43an exceptional situation in the Cuban people, and we will remain in contact.

04:50President Miguel Díaz-Canel offered statements amid the energy contingency taking place in

04:56the country.

04:57In his remarks, the President announced and referred to the summit of the BRICS to be

05:01held in the Russian city of Kazan, to which Cuba received a special invitation to.

05:07However, due to the difficult situation, Cuba will not be able to take part in this important

05:13summit, according to the President.

05:16This summit will be attended by key leaders like Chinese President Xi Jinping, Vietnam

05:21officials and other political actors, all promoters of multilateralism.
