00:00In the success of Bill, the greatest effort is not mine, but of Moulana Fazl-ur-Rehman.
00:13I understand that the character of Moulana Fazl-ur-Rehman in this whole process
00:20will not only be remembered by history,
00:25but today, if I am standing on this floor with pride
00:30that I am following this constitution,
00:35then Moulana Fazl-ur-Rehman is playing the biggest role in this.
00:42And as much as we have interacted with each other in the last two months,
00:56I would like to say that if I believe in Pakistan's politics after my father's presidency,
01:07then he is Moulana Fazl-ur-Rehman.
01:25Allah has said,
01:28وَتُعِزُوا مَنْ تَشَىٰ وَتُزِلُوا مَنْ تَشَىٰ
01:33And as much as we have respected our parliament,
01:40our constitution,
01:43our constitution,
01:47Moulana Fazl-ur-Rehman plays the biggest role in this.
01:52As far as this constitution is concerned,
02:01I would also like to say that,
02:04Mr. Speaker, for me,
02:07for me,
02:10if I believe in a book after the Quran,
02:20then it is the constitution of Pakistan.
02:24It is the constitution of Pakistan.
02:27It is the constitution of our Islamic Republican Republic of 1973.
02:36At the time of the constitution of 1973,
02:41I would like to remind that even in those days,
02:45The Ulema-e-Islam Jama'at sat on those benches and the Pakistan People's Party sat on those benches.
02:53Even in those times, there was political disagreement and it was on the rise.
02:59If today's politicians, if today's people of Pakistan think that the disagreement between the Prime Minister and today's leader
03:14and the political polarization is on the rise,
03:24then we should remember that when Zulfiqar Ali Bhutto was the Prime Minister
03:32and the Ulema-e-Islam Jama'at had disagreements,
03:38then too, our political and ideological disagreement was on the rise.
03:45But when it came to Pakistan, when it came to democracy, when it came to constitution,
03:55then we forgot all the disagreements and sat on a table and established a consensus
04:02and got our constitution passed.
04:07At the time of the 18th amendment, according to the political situation of that time,
04:22by forming a consensus on political disagreement, by making a historical constitution,
04:30we got rid of all the black laws that were in our constitution,
04:37with the permission of the judges.
04:40We got rid of all those black laws from our constitution.
04:47And even then, it was a historical act.
04:51Today's political situation is different.
04:56We have our own political ground realities.
05:01The political space that exists in Pakistan's politics today for political parties,
05:08the political space that exists today was not as much in 2008 as it was in 1973.
05:15But the test of a politician is that
05:20how much space you get, how much you can play in that space.
05:26And I think that in the current political situation,
05:31when the situation of political polarization and political partisanship is in front of you,
05:41when it is generally given the impression that
05:47Pakistan's politicians are not even ready to shake hands with each other,
05:54where the government, the government's allies, the largest party of the opposition,
06:05we do not have much contact with them.
06:10In this situation, the consensus that could have been formed,
06:18that consensus was possible.
06:21We got it and in the form of the 26th Constitution,
06:27today, God willing, we are going to pass it through the National Assembly.
06:33Undoubtedly, our friends, the opposition parties,
06:42they are not voting for this bill.
06:46Undoubtedly, they do not. This is also their right.
06:49But I think that more than the government bill,
06:56more than the government bill,
06:59the points in this,
07:01of the government, that is, of the government,
07:04of the Muslim League,
07:06will be the lowest points.
07:09If there are more points in this,
07:15then the Pakistan People's Party,
07:19JUI,
07:21and 99.99% of the objections were from the PTI.
