00:34The decision of consensus of 8 parliamentarians was thrown aside by a judge
00:43and an order was given to make this appointment.
00:46So, to end all this, to bring transparency in the appointment of judges,
00:53all the members will sit in one place
00:57and the Judiciary, Parliament, Executive and Stakeholders will sit in one commission
01:06and decide with a majority vote.

01:13After the appointment, we saw this and this complaint is very common that justice is not given on time.

01:22The appeals of life imprisonment and death penalty remain in the High Court for 8-8 years.

01:40A mechanism was introduced that the Judicial Commission of Pakistan,
01:45which has the authority to appoint judges, should also have the authority to evaluate their performance.
01:54And after confirmation, the judges of the High Court,
01:59the work that is assigned to them,
02:04which should be their regular and government responsibility,
02:10like in other services,
02:13for that, the same Judicial Commission of Pakistan was given the authority
02:18that it should set a uniform standard through its rules and should be evaluated according to it.
02:27And if there are any judges who have issues in terms of performance and efficiency,
02:35they should report to the Supreme Judicial Council, which is the institution of judging.
02:43Mr. Chairman, apart from this, the Judicial Commission of Pakistan itself,
02:51which is being introduced in this, of the Judicial Benches,
02:56the nomination of the Judicial Benches, which is fixed in the Supreme Court of Pakistan,
03:02will also be done by the Judicial Commission of Pakistan,
03:06so that this function, which we think should be in the institution,
03:12that function should be discharged there.
03:15This matter started with the Judicial Benches,
03:19in the Charter of Democracy of 2006,
03:23major political parties signed on it,
03:26Mr. Benazir Bhutto and Mr. Mian Nawaz Sharif,
03:30and this was a pending agenda,
03:37on which the Chairman of the Pakistan People's Party, Mr. Bilawal Bhutto Zardari, raised his voice this time,

03:45then we should also establish a regular court.

03:49I myself presented in front of the Judicial Benches.
03:51I had an interaction for four and a half hours.
03:53I asked for suggestions from them.
03:55A committee was formed.
03:57They said that you should make it.
04:00They said that you should keep the same age limit as that of the Supreme Court,
04:07so that no one can see any favor or anything like that.
04:10Although I am on record,
04:12the propaganda that was made,
04:14the narrative that was made,
04:16that our current Chief Justice,
04:18Mr. Qazi Faiz Issa Sahib,
04:20may be being appointed.
04:23I have said this on record.
04:25I will repeat it again today.
04:26I have the trust.
04:28In my official capacity,
04:30I have had three meetings with him in these six months.
04:32He told me every time that he is not interested in any kind of extension.
04:38He will complete his term and leave.
04:40If you want to appoint a tenure,
04:42if you want to appoint a panel,
04:44if you want to make a new court,
04:46if you want to do anything,
04:48then it will be implemented after me.
04:50I am not interested in the extension of the tenure.

04:59an amendment has been proposed in the Supreme Court
05:03in reference to the regular benches.
05:08So that the original jurisdiction of the Supreme Court,
05:13which has been misused in the past,
05:18I will say this with courage and regret,
05:22and there is a person-to-person difference,
05:25that one Chief Justice came,
05:27he opened the doors,
05:29and in hundreds of cases,
05:31there were many cases,
05:33which were brought to the court.
05:35There were some cases,
05:37in which there was complete peace.
05:39In the decisions,
05:41we saw that there was a contradiction.
05:43Sir,
05:45using the power of Article 184,
05:47and using other regulatory powers,
05:51I will not stop saying this with regret.
05:54Our Supreme Court
05:56sent the elected Prime Minister of crores of Pakistan
06:00to his home.
06:02Mr. Chairman,
06:04you yourself were a victim of this.
06:06The way Qaed Muslim League Noon
06:08was sent to Mr. Nawaz Sharif's home,
06:10the same way is in Article 95,
06:12to dismiss the Prime Minister.

06:16And with the power of vote,
06:18we changed the Prime Minister in 2022.
06:20But we do not believe in this judicial method.
