00:03This is what DILG Secretary John Vick Remulia said

00:10in the reward system of war on drugs passed by the administration.

00:45According to DILG Secretary John Vick Remulia,

00:48there will also be no special treatment for anyone who can prove to the police

00:52who is involved in the reward system for the police who kill drug suspects.

00:59Anyone who is guilty, anyone who is found guilty, anyone will be treated like any other person.

01:08They will be accorded no special treatment. They will be accorded no special privileges.

01:14Everyone will face the full consequence of the law

01:17and the full powers of the PNP and the institutions of DILG.

01:20But Remulia does not want the police to be tried for murder or extrajudicial killings.

01:28This explains why the hearing of the quantum committee must be finished before any action is taken.

01:35We have to wait until the full revelations are announced.

01:38I think pretty soon there will be corroborative testimonies that will abound.

01:43I think with the testimony, some of the cold cases will be opened.

01:47But again, let us wait until the final hearings and final recommendations of QUADCOM.

01:52PNP Chief Police General Rommel Francisco Marbil was the first to call on the past chiefs of the PNP

02:00to explain their role in the war on drugs of the previous administration.

02:05They also have a committee that is conducting an investigation on this.

02:09Our investigation is ongoing and we have to present it to our SLG.

02:16We have to wait for the full QUAD committee in their investigation.

02:22But what we're doing right now is to really get more information.

02:25So by the time that QUADCOM needs the results of our police, we can easily give it to them.

02:33Garma said in the hearing in the Chamber that the former President Rodrigo Duterte

02:40was one of the top officials of the PNP to conduct covert operations such as extrajudicial killings

02:46and reward systems against illegal drugs.

02:49The former PNP Chief Police General Guillermo Eleazar said that the former President Duterte

02:56had no command over the reward system.

02:58He was asked to be the one to do his job, but to do his job properly and legally.

03:05Meanwhile, Rimulya led the first-ever Command Conference in the PNP.

03:11He and his PNP colleagues discussed the capital outlay,

03:16the quick response of the police to the call of the public,

03:19relations with local government units and chief of police,

03:23and investment to make the PNP better.
