00:00During the last CLC filing, there were partylists who wanted to have a say in the camera.

00:08But now there is a group that does not abuse the partylist system

00:13that is also dominated by political families.

00:23Partylist group of firefighters, vendors, solo parents, motorists,

00:30These are just a few of the people who were able to get their Certificate of Nomination

00:36and Certificate of Acceptance of Nomination for their chosen nominees.

00:41There are also partylists who have a say in the well-known politicians

00:45and even in the political party.

00:4763 seats in the camera will go to partylist groups

00:52equal to 20% of the House of Representatives.

00:57According to the Partylist System Act,

00:59the partylist representative is equal to the congressmen who are elected in every district of the country.

01:06The partylist system is a mechanism for the marginalized and underrepresented sectors

01:13to have a say in the laws.

01:15But in the Supreme Court's decision in the case of Atong Paglaom v. Comelec,

01:20these are not the only groups that can be formed by partylist groups.

01:24If we look at the deliberations of the makers of our 1987 Constitution,

01:31they do not intend to make it exclusive to marginalized and underrepresented sectors.

01:37Their intention is to open up to more groups who want to join the partylist system.

01:44It is clear that you do not have to be part of the sector you are representing.

01:49For example, you can join a partylist group even if you are not a partylist.

02:12A partylist organization can have a separate body in the camera

02:17at the time when 2% of the total votes of the partylist are collected.

02:22There may be an additional seat if more than 2% of the votes are collected.

03:07it seems that the partylist system has been abused in the country.

03:11Because politicians or individuals have seen this as a way to expand their power.

03:18The partylist only needs 2% of the total votes to get a seat.

03:25If you control a province, they will vote for your partylist.

03:30Our political families have seen this.

03:33Unfortunately, this is also a way for them to add seats to our House of Representatives.

03:41That's why the trend became like that.

03:43Because it's an additional seat here, additional resources, additional influence and control in the House.

03:49Even though Comelec is not happy with the state of the partylist system in the country,

03:53the solution is not simple.

03:56The whole law, not just the amendment, I hope the whole law will be revised.

04:01We already have a lot of lessons and we have already said a lot of things.

04:06At the same time, I hope that our partylist law will have a certain representation in each sector.

04:13We should be able to define what all the sectors we should have under the partylist system.

04:19If we introduce an anti-dynasty prohibition in the partylist system,

04:24our political dynasties will enter the partylist system.

04:31We want to find the other nominees of our partylist groups.
