00:00Three, two, one.
00:13The initiative that we took to succeed in the Gendela Programme in Humanity today
00:20is a very clear indicator
00:25that we want to ensure that the Gendela Programme
00:30launched by the government,
00:34which today has entered the second phase,
00:38can truly be enjoyed
00:43and benefited
00:46to the members of the military in our country.
00:53As we all know, the Gendela Programme aims
00:57to provide quality inter-relations coverage
01:02and internet services.
01:08And I believe that the families of the military,
01:12including us who are in the Ministry of Defence and the military today,
01:17can also benefit from the services provided by the government
01:25so that there is no gap
01:28in us enjoying and benefiting from these services.
01:35Through this effort,
01:38we will be able to ensure a faster,
01:45more comprehensive,
01:47and more importantly,
01:49cheaper.
01:52What we are witnessing today
01:55shows the commitment
01:58of the government,
02:01which is serious
02:04about the development of the digital world.
02:10And the government is committed
02:14to ensuring that access to information
02:18and communication
02:21is no longer a choice
02:24or a privilege.
02:27But it has become a fundamental need
02:32and must be enjoyed by all.
02:35I would like to thank
02:38the Minister of Communication
02:42and the Ministry of Defence
02:44because through this programme,
02:46which we will implement,
02:48the Ministry of Defence has allocated
02:51as much as RM99 million
02:55to achieve this initiative.
03:01And through this allocation,
03:04we will ensure
03:08the existence of fibre-optic infrastructure
03:11in all 73 camps
03:14or bases involved,
03:17which will roughly include
03:2159,420 military families' homes.
03:28Ladies and gentlemen,
03:33we have launched an online tuition programme
03:38for military children
03:41who will attend SPM.
03:44And because we have launched an online programme,
03:47we give each child,
03:49at least 1,000 children,
03:51a Chromebook for free.
03:53And the tuition is managed
03:56by the University of Sultan Idris.
03:59And of course,
04:01I believe that
04:03when we are able to expand this window
04:08to the military families' homes,
04:11God willing,
04:13our online tuition programme
04:15will be able to run smoothly.
04:22Our presence today
04:24is a result of a workshop
04:26held by the Malaysian Army
04:29and the CMC,
04:31in which we will focus on
04:33the development of fibre-to-the-home
04:36or FTTH-optic infrastructure.
04:40In 73 military camps selected
04:43across the country,
04:45especially in the military families' homes.
04:49We hope that this initiative
04:52will have a significant impact
04:55in facilitating daily life,
04:57including education,
04:59communication,
05:01and the comfort of the families
05:03of the Malaysian Army.
05:06Ladies and gentlemen,
05:08for the success of this programme,
05:10both parties have agreed
05:12to carry out strategic cooperation
05:14through the MOU today.
05:16In addition to increasing inter-relationship,
05:18infrastructure,
05:19and broadband services,
05:21this MOU will also include
05:23information and data sharing,
05:25implementation of training and awareness programmes,
05:28as well as human development.
05:31In terms of inter-relationship,
05:33infrastructure,
05:34and broadband services,
05:36a monitoring authority
05:38from the Malaysian Army,
05:41the CMC,
05:43ease of provision,
05:44and network services
05:45will be established
05:46to oversee the entire implementation of this project.
05:50In addition,
05:51the ATM and MCMC will ensure
05:53that there is no infrastructure violation.
05:58In terms of data sharing,
06:00the ATM will provide the most up-to-date information
06:03about the military families' homes,
06:06as well as the location of the military camps
06:08for the MCMC
06:10for future planning.
06:13The MCMC will also provide information
06:15about the infrastructure location
06:17and communication with the military camps
06:20for the planning, control,
06:22and safety of the military families
06:24in the areas of the camps.
06:27Awareness programmes,
06:28such as guidance on how to use the internet properly,
06:31ethically,
06:32and safely,
06:33are also very important
06:34to all Malaysians,
06:36including the ATMs.
06:38Therefore, we hope that
06:40the programmes that can be provided
06:43by the MCMC
06:45such as Klik Dengan Bijak,
06:47the ICT Malaysia volunteer initiative,
06:51and the Check Your Label campaign
06:53are among the initiatives that will be implemented.
06:57We hope that these programmes
06:59can give birth to a society and people
07:02who are passionate about information technology
07:05and are always aware
07:07of the use of smart devices at home,
07:10especially among the family members of the ATM
07:13who are facing a cyber world
07:15that is full of challenges.
07:18Similarly,
07:19digital services promotion programmes
07:21such as Masyarakat Tanpa Tunai,
07:23Digital Health for All,
07:25MCMC,
07:26Microsoft,
07:27AI Teach,
07:30and Pertanian Pintar Agri NXT
07:33will also be implemented
07:35to increase the use of digital applications
07:38by the ATMs.
07:40I would like to give incentives
07:42to the ATMs
07:44to implement these packages.
07:46Therefore, I would like to ask
07:49the MCMC to investigate
07:51the commission to look into this,
07:55to allocate an additional 3.3 million ringgit
08:00to reduce the cost of the package
08:04from 49 ringgit to 39 ringgit
08:08for the first six months.
08:1139 ringgit for 100 Mbps.
08:17That's quite cheap.
08:19I mean, that's very, very affordable.
08:21And at the same time,
08:23I would like to ask the MCMC
08:25when people are reported by RTM
08:27and all these media outlets,
08:29the public will wonder
08:31why only the ATMs get it.
08:33So, we have to investigate
08:36because, for your information,
08:38the purpose of Jendela Programme
08:40is to complete the infrastructure
08:43of inter-relationship across the country.
08:45And this is being done by the government.
08:48We hope that all the providers,
08:52all of the fibre-to-the-home companies,
08:57they also see the government's efforts
09:01to provide the internet
09:03to all Malaysians
09:05who are high-speed and high-quality.
09:07And I hope that they also
09:09embrace the challenge
09:11to reduce the price of the internet
09:13out there.
09:14So, it's not just the military
09:16that gets it cheaper,
09:17but other people also wonder
09:19why we don't get it.
09:20So, for this purpose,
09:21I would like to ask
09:23Mr. Dato' Fauzi,
09:24Director of Communication Affairs,
09:26we have a lot of POPs,
09:28Point of Presence.
09:30So, we would like all the providers
09:33to know that the value
09:35of the second phase of Point of Presence
09:37is 3.9 billion,
09:39across the country.
09:40So, we would like to ask
09:42to reduce the price of the internet
09:44for everyone who can enjoy the internet
09:47through the POP Programme.
