00:00Pastor Apollo Kebaloi has been charged with raps on human trafficking and sexual abuse of minors, among others.
00:07And since he has not been convicted yet on any of the charges filed against him,
00:11he is an innocent man entitled to run for public office,
00:15a reality that repulses a number of lawmakers in the House
00:20who now mull legislation to bar lawbreakers seeking to be lawmakers.
00:24As we hear more from our Mela Lasmoras.
00:28House members have opposing views on whether personalities facing multiple and serious cases
00:35should still be allowed to file their candidacies for elections.
00:38The discussion about this arose after Kingdom of Jesus Christ Executive Pastor Apollo Kebaloi
00:44filed a certificate of candidacy for senator even if he is facing charges of child abuse, sexual abuse, and human trafficking.
00:51For one wider party, Representative Roger Gutierrez,
00:54in accordance with the law, as long as the accused has not been convicted yet,
00:58they are still allowed to run for office and this must be respected.
01:02Despite the charges he is facing, he is still entitled to his civil and political rights.
01:07There is no provision of the Constitution or of law that prohibits it.
01:13And definitely, the common leg would be their ministerial duty to accept the COC.
01:19My personal reaction is to urge our voters to vote wisely.
01:23House Committee on Human Rights Chair Bienvenido Abante Jr. agrees,
01:27but he emphasizes it is high time to amend the policy.
01:31It's a different thing, he said, if the individual is facing heinous crimes or non-beatable offenses
01:36and has already been found with probable cause.
01:39We'd look into it because it's already in the law,
01:44not until the Supreme Court has made a final execution on that.
02:04Likewise, issues on political dynasties and the portly system are also hot topics right now
02:09and both Gutierrez and Abante are in favor of tightening the rules on portlyist.
02:14According to House Speaker Martín Romualdez, amidst the various issues surrounding elections,
02:19it is important for every voter to be discerning and aware or enlightened,
02:23especially since the future of the country is at stake.
02:26At present, several incumbent congressmen have filed their candidacies with the hope to make it to the Senate,
02:31like House Deputy Speaker Camille Villar, House Deputy Majority Leader Irwin Tulfo,
02:36and Valenzuela City's 2nd District Representative Eric Martinez.
02:40In a statement, Martinez emphasized that even though he's not famous,
02:43he can proudly highlight his accomplishments as a local official.
02:47This comes amid criticisms about the surge of COC filers,
02:51even though some of them are not well-known and qualified.
