00:00Live from the GMA Network Center,
00:0420 years have passed, 24 hours.
00:11Good evening, Luzon Visayas and Mindanao.
00:15In a gunfight, the two drivers ended the fight
00:20when they were about to enter the drive-thru of a restaurant in Pasay.
00:25The suspect reached the front of a hotel where he was caught killing the victim, a taxi driver.
00:33The suspect's car was hit by a plate, but it was discovered that it was a possible incident
00:39that it was hit by a double plate.
00:41Jomar Apresto was on the scene.
00:47Get that video from the drive-thru of a fast food restaurant in Andrus Avenue, Pasay City.
00:52A taxi was seen following a line of vans.
00:56A car was also seen in the CCTV that was supposed to enter the line of the drive-thru,
01:00but it was not allowed by the taxi until it crossed the line of two cars.
01:05Later, the passenger of the car got out and confronted the taxi driver.
01:10There was a fight until he got home from the fight.
01:16They were also tried by their accomplices and the food guard.
01:22After a few minutes, the taxi driver ran away.
01:27He was caught by his opponent and later, he suddenly fell.
01:31He was shot by his opponent.
01:35The taxi driver was killed.
01:36According to the police, the direction of the car was separated,
01:39but they still followed the taxi until they saw his opponent in front of a hotel.
01:45He was really close because the taxi driver also had a gun.
01:53He was shot by our suspect.
01:57What we recovered from the crime scene were four empty shells of .45,
02:03but I think there were three hits from our victim.
02:12Two hits on the head and neck, and there were also hits in the middle of the body.
02:16The police found the car's license plate on the car's bonnet.
02:20The owner of the car also talked to the police,
02:22but he insisted that his car did not leave their location when the crime happened.
02:27He also showed the vehicle's dashcam.
02:30The authorities are now looking into the possible incident of the double license plate.
02:34What's coming out of this, maybe there's a conspiracy to make a double license plate,
02:46but we will still look into it.
02:47The investigation continues to catch the man with the gun.
02:52For GMA Integrated News, Jomer Apresto was arrested for 24 hours.
02:58In exchange for a lower sentence,
03:01a fellow accused by Pastor Apollo Quibuloy entered into a plea bargain agreement
03:07in the case of sex and labor trafficking operation in America.
03:11He admitted to colluding with members of the KOJC
03:17who were bringing there married women.
03:19Joseph Moro was arrested.
03:24Marisa Duenas is one of the members of the accused
03:28of the Kingdom of Jesus Christ Pastor Apollo Quibuloy
03:31in the case of sex and labor trafficking operation in America,
03:34which was filed in 2021.
03:36She is the Executive Officer of the Operation and Human Resources Manager
03:39of the Kingdom of Jesus Christ in America.
03:42On October 7, Duenas filed a plea bargain agreement
03:46with the Attorney's Office of the Central District of California in America
03:49for a lower sentence.
03:51Based on the document obtained by GMA Integrated News
03:54from a reliable source,
03:56Duenas admitted that she was guilty of colluding or conspiring
04:00with members of the KOJC who were bringing married women to America.
04:07Between 2015 and January 29, 2020,
04:11the accused and Quibuloy colluded in the case of marriage fraud
04:17that violated the law of America.
04:19They were bringing members of the KOJC from the Philippines
04:22to America to get married
04:24in order to apply for permanent residence status and citizenship.
04:28When they got married and became residents,
04:30Duenas asked them to divorce each other
04:32in order to remarry.
04:35In the indictment filed by Quibuloy,
04:37Duenas and another accused were holding
04:4072 Philippine passports,
04:427 U.S. passports,
04:441 Ukrainian passport,
04:464 men's passports,
04:48and 3 women's wedding rings.
04:50In the system of justice in America,
04:52according to the government there,
04:54the accused can apply for a plea deal
04:56in order to not be prosecuted
04:58and to avoid long-term prosecution.
05:00If an accused is guilty of a plea,
05:02like what Duenas did,
05:04there will be no more prosecution
05:06and they will just talk about
05:08when she will be sentenced.
05:10In Duenas' plea bargain agreement,
05:12the California Attorney's Office
05:14will recommend a two-level reduction
05:16in the prison sentence for Duenas.
05:18In the case of America,
05:20we found Duenas guilty
05:22because Pastor Apollo Quibuloy
05:24was wanted in America
05:26for being an accomplice of the accused.
05:28Here in the Philippines,
05:30there are also cases of qualified human trafficking
05:32and child sexual abuse of Quibuloy.
05:34Duenas is not included
05:36in Quibuloy's accomplices
05:38in the cases in Quezon City
05:40and Pasig City Regional Trial Court.
05:42Even so, the victim of Quibuloy
05:44has a case file in America
05:46that he admitted.
05:48It's the same as what was included
05:50in the plea bargaining agreement
05:52that is not binding.
05:54But it's just the same.
05:56We are happy
05:58because there is significance
06:00and relevance here.
06:02The factual basis that was included
06:04in the agreement will conform
06:06to our theory here
06:08in qualified human trafficking.
06:10It's really the same pattern.
06:12They are now studying
06:14if they can use their case
06:16in the plea bargaining agreement of Duenas.
06:18There is nothing in his obligation
06:20to participate against Pastor.
06:22There is nothing.
06:24But the implication there is
06:26if you confess on a factual basis,
06:28the main actor is the same.
06:30According to the Department of Justice,
06:32Duenas' confession reinforces
06:34the prosecution's case
06:36that there is a breach.
06:38This is a welcome development
06:40for the Philippine government,
06:42but there needs to be steps
06:44for us to introduce
06:46that evidence
06:48here in the Philippines as well.
06:50We are asking for a report by KOJC.
06:52For GMA Integrated News,
06:54Joseph Morong,
06:5624 Hours.
06:58Every kilo of rice
07:00is being sold
07:02under the Rice for All
07:04program of the government
07:06starting tomorrow.
07:08There is cheaper rice
07:10in a family in Quezon City,
07:12while in Durum,
07:14Bernadette Reyes is on the case.
07:18From P45 per kilo of rice
07:20under the Rice for All
07:22program of the administration,
07:24it will be reduced to P43
07:26starting tomorrow.
07:28Anyone can buy it
07:30from the President's offices
07:32without limit.
07:34For more profit,
07:3620 President's offices
07:38will open
07:40before the end of the year.
07:42We just lowered the price
07:44because we saw
07:46a decrease in the market
07:48in the price of rice.
07:50It's always
07:5213 to 20 percent
07:54lower
07:56our products
07:58in terms of prices
08:00lower than our
08:02neighboring families.
08:04Aside from the consumers,
08:06the program also benefits
08:08the fishermen.
08:10Our cooperative is ready
08:12if there is a large volume
08:14of need.
08:16When we learned that there are
08:18projects like this,
08:20we immediately joined
08:22this program
08:24so we can have direct
08:26access to the farmers
08:28and we can also sell directly
08:30to them.
08:32Aside from the Rice for All program,
08:3429 pesos per kilo of rice
08:36for all sectors
08:38like 4Ps, senior citizens,
08:40and PWDs.
08:42In the last price monitoring
08:44of the Department of Agriculture
08:46as of October 9, 45 pesos per kilo
08:48is the cheapest local commercial rice
08:50and can reach
08:5265 pesos, the most expensive.
08:54Here in the Commonwealth Market
08:56in Quezon City,
08:58rice can be bought for 40 pesos per kilo.
09:00However, these are imported
09:02and the grains are crushed.
09:04It's okay,
09:06but the grains are crushed.
09:08We haven't been able to buy
09:10low-quality local grains.
09:12The imported grains are low-quality
09:14because the prices are low.
09:16That's why the prices are low.
09:18Meanwhile,
09:20the National Food Authority
09:22approved the use of bags
09:24for the farmers instead of
09:26transferring the rice to the NFA bag.
09:28In this way, the NFA can save
09:30P215 million
09:32per year
09:34that can be used to buy more rice.
09:36The NFA will not spend
09:38on the bags and at the same time
09:40the handling cost will be reduced.
09:42The biggest benefit here is
09:44that the farmers
09:46won't have to wait long.
09:48For GMA Integrated News,
09:50Bernadette Reyes
09:52reported for 24 Hours.
09:54The estimated value
09:56of the newly built
09:58Senate Building
10:00in Taguig
10:02may reach
10:04P2027.
10:06This is not acceptable
10:08for a senator
10:10who will form a new committee
10:12for the construction of the project.
10:14Mav Gonzalez reported for 24 Hours.
10:18The first estimated
10:20P8.9 billion
10:22of the newly built Senate Building
10:24in Taguig
10:26may reach
10:28P27 billion.
10:30Now, in the new account of the
10:32Department of Public Works and Highways,
10:34the value has increased to P31 billion.
10:36That is half of the
10:38DPWH's budget.
10:40Senator Alan Peter Cayetano,
10:42the Chairman of the Senate Accounts Committee,
10:44is reviewing the project.
10:58You would not need a revised
11:00DAED, and you don't have to pay.
11:02Even for the...
11:04So like right now, every time we tell them
11:06stop because there's new plans,
11:08the contractor is allowed to charge.
11:10You're not allowed to charge the contractor
11:12if
11:14the DAED is not approved yet.
11:16He's referring to the detailed
11:18architectural engineering design
11:20that was changed because the
11:22Antemano Senators were not consulted.
11:24And if the cost of land and furniture
11:26and commissioning and testing fees
11:28is more than P33 billion,
11:30the total project cost.
11:32That's why Senator Cayetano
11:34sometimes calls it the most expensive
11:36building in the country today.
11:38Based on the valuation of GMI Integrated News Research,
11:40P33 billion
11:42can build
11:44more than 13,000 classrooms
11:46or 8%
11:48of the country's 160,000 classroom
11:50shortage.
11:52It's only now that we have a timeline
11:54and overall project cost.
11:56But the timeline of 3-4 years
11:58is not acceptable,
12:00and the P31.6 billion
12:02building cost
12:04is also not acceptable
12:06to the Senate President
12:08and me.
12:12According to the original plan,
12:14the new Senate building
12:16should be completed by January 2021.
12:18But now,
12:20the DPWH is looking at
12:22a new plan.
12:24Cayetano says
12:26it's not acceptable to the Senate President
12:28Cheese Escudero
12:30because it's too long.
12:32We're going to put up a new
12:34Senate Coordinating Committee
12:36because there are too many red tapes,
12:38too many people,
12:40too many levels.
12:42But we're asking the DPWH
12:44to mirror what we're going to do
12:46because it's also going to
12:48go around
12:50their heads.
12:56Whatever was procured before,
12:58it's continuous.
13:00And the pending
13:02change orders,
13:04it's all continuous.
13:06So there are day-to-day decisions,
13:08we also have a team.
13:10And if there are major decisions,
13:12they bring it up to me, I bring it up
13:14to the Senate President.
13:20Because their focus
13:22is to lower costs.
13:24There's also a presumption of regularity.
13:26We're also trying to get
13:28the DPWH's statement.
13:30For JMAI Integrated News,
13:32Mav Gonzales,
13:3424 Hours.
13:36There's no escape from the police's
13:38separate operation.
13:40One is wanted for driving a motorcycle
13:42and the other one for stealing
13:44from his colleague.
13:46Here's my exclusive report.
13:50The police entered
13:52the scene in Barangay
13:54Addition Hills in Mandaluyong City.
13:56When they reached the end of the road,
13:58the target of the operation
14:00was found.
14:02He was wanted for rape.
14:04We arrested him for rape.
14:06He was with
14:08the complainant at work.
14:10Our victim was 22 years old.
14:14He was a senior in high school but
14:16he stopped working
14:18at a mall.
14:20He was working
14:22with the complainant.
14:24The suspect was documented
14:26as a criminal.
14:30In the nearby Barangay Pleasant Hills,
14:32another notorious
14:34carnapper was caught
14:36with multiple cases.
14:38He was wanted for theft.
14:40They were shooting at motorcycles.
14:42They were shooting at people
14:44standing on the road.
14:46They were using
14:48a sharp metal object
14:50that was E-shaped.
14:52They were forcing
14:54the motorcycle to ignite.
14:56We are trying to get the suspect's statement.
14:58The police will let us know
15:00during the bear months.
15:02Be careful because this is the time
15:04when the thieves are more active.
15:06If you are always driving a motorcycle,
15:08we will park it in a well-lighted
15:10and secure area.
15:12Aside from that, as much as possible,
15:14we will put anti-theft
15:16devices.
15:18We should always
15:20be aware of the situation.
15:22For GMA Integrated News,
15:24Emil Sumangil,
15:2624 Hours.
15:28A few places in Metro Manila
15:30were covered in smoke.
15:32But that's not all.
15:34They were waiting for the wind
15:36to blow.
15:38This is the story of Dano Tinkongko.
15:42This part of Makati
15:44was almost uninhabited
15:46this morning.
15:48It's the same in a few places
15:50in Metro Manila.
15:52Is it already foggy or is it already foggy
15:54because of Christmas?
15:56Not yet.
15:58According to the video we showed
16:00earlier,
16:02this is not smoke
16:04but haze
16:06trapped in the wind
16:08that happened before in Metro Manila.
16:10Based on our upper air data,
16:12we had a thermal inversion
16:14this morning.
16:16This means that
16:18our air is hotter
16:20on a higher level of air.
16:22500 meters to be exact
16:24has a higher temperature
16:26compared to the temperature
16:28of the air below the surface level.
16:30As a result,
16:32air pollutants are trapped
16:34here on the ground.
16:36Supposedly,
16:38the air should be hotter
16:40on the ground
16:42and as you go higher,
16:44the air should get colder.
16:46This has something to do
16:48with the end of low wind
16:50or the wind coming from
16:52the southern part of the country.
16:54In this transition period
16:56before Christmas,
16:58there was very little wind
17:00in Luzon and Visayas,
17:02but now there is almost no wind
17:04that pushes smoke and pollution
17:06away.
17:08The result is haze,
17:10like what we experienced earlier.
17:12This usually happens when
17:14the wind is calm,
17:16like here in NCR.
17:18There is no strong wind
17:20that drives heat to our land.
17:22So the tendency is that
17:24the air below
17:26gets colder
17:28compared to the air above.
17:30What happens is that
17:32the air is trapped,
17:34it doesn't evaporate.
17:36Usually,
17:38the haze disappears
17:40within 24 hours
17:42as long as the wind is strong.
17:44The next transition
17:46is also expected
17:48on the 2nd week of October
17:50until the 2nd or 3rd week
17:52of November.
17:54For GMA Integrated News,
17:56let's go to Kung Ko Naka Tutok,
