00:00President Ferdinand R. Marquez Jr. formally adopted the Self-Reliant Defense Posture Revitalization Act.
00:06It was made in a ceremony in Malacañang, Dinaluhan, by lawmakers, members of the Cabinet, military and police officials.
00:15The SRDP Revitalization Act is one of the priority bills of the administration of President Marquez Jr.
00:22Its aim is to ensure that the country has sufficient defense assets and hardware through the establishment of domestic production and manufacturing.
00:31This is also the development of the National Defense Strategy.
00:34We lay today the foundation of resilience shaped by our own ingenuity, our own talent and our unwavering resolve.
00:44With the signing of the Self-Reliant Defense Posture Revitalization Act,
00:49we are anchoring our defense strategy firmly in the strength of our own resources and capabilities.
00:57For decades, our defense capabilities have relied upon what we could acquire from abroad.
01:04Every purchase, every negotiation, every partnership, although necessary,
01:09reminded us that our strength depended on the supply chains and the interest of other parties.
01:16According to President Marquez Jr., the SRDP Program began under his father, former President Ferdinand E. Marquez Sr.,
01:24who established a self-reliant defense strategy through our own resources and capabilities.
01:31The current administration will serve as a guide to the National Defense Industry Development Plan
01:37to meet the defense requirements of the country.
01:41This includes small arms and tactical vehicles up to a more sophisticated system.
01:46The government does not do this alone.
01:49This endeavor requires the best minds in defense, science and technology, and business from both practitioners and researchers.
02:00By establishing a clear framework to guide public-private partnerships,
02:04we are saying to local innovative councils, invention societies, universities, and other learning institutions,
02:12it is our chance to contribute to something greater, to help us protect the sovereignty and security of our nation.
02:22The law will also provide a comprehensive incentive scheme for the pioneers in defense technology and production.
02:29These incentives range from tax break to government-backed financing.
02:34Meanwhile, President Marquez Jr. thanked the young people who worked hard to pass the law.
02:41He also gave a message to the private sector, research institutions, and the military.
02:46To the private sector, it is an invitation to build an enduring defense industry.
02:53To our esteemed research institutions, let your innovation shape our future and propel us towards self-reliance.
03:02To our armed forces, understand this.
03:06We pledge that the Filipino soldier will be bolstered by the ingenuity and the expertise of the Filipino innovator.
03:15It is expected that with the help of the law, security and protection of the sovereignty of the nation will continue to be ensured
