UN refugee chief says humanitarian law violated in strikes on Lebanon

The United Nations' refugee chief Filippo Grandi said on Sunday, October 6, that many strikes on Lebanon had violated international humanitarian law, in apparent reference to Israel's bombardment of large parts of the country.

He emphasized the need for safety in the movements of humanitarian staff and protection of civilian infrastructure, which has been severely damaged by the strikes.

More than 2,000 people have been killed and nearly 10,000 wounded in Lebanon in nearly a year of fighting, most in the past two weeks, the Lebanese health ministry says. Israel says around 50 civilians and soldiers have been killed.

00:00We need safety in the movements of the humanitarian staff, Red Cross, UN, NGOs.
00:08We need respect for civilian infrastructure and civilian population.
00:17Unfortunately, many instances of violations of international humanitarian law
00:22in the way the airstrikes are conducted that have destroyed or damaged civilian infrastructure,
00:28have killed civilians, have impacted humanitarian operations.
00:32This is a major displacement crisis, as you all know, caused by this situation.
00:41The government, all these figures are estimates, as you can imagine,
00:46especially when it comes to internal displacement, which is difficult to count.
00:51Prime Minister, the government has been using 1.2 million.
00:55It is likely that it is in this order of magnitude, which is enormous for a country like Lebanon, of course.
01:02In many cases, we have already started repairing some of these buildings or other shelters.
01:10We have some kits that we can use for that.
01:13We have also worked with WHO in providing trauma kits for people that are either injured
01:19or have gone through a lot of psychological pressure,
01:22especially children terrified by those who come from areas that have been most impacted by the Israeli rockets.
01:31They need also psychological support.
01:34Unfortunately, we know what a conflict like this causes to a civilian population.
01:39It's horrible, and we see all the catalog of those consequences played out here in Lebanon.
01:47We will do everything possible with the humanitarian agencies, including mine,
01:52but we do need a ceasefire very quickly.
01:55We do need the calls for the ceasefire that the Secretary General,
02:00that many, many states have made to the parties to this conflict, just like in Gaza.
