00:00The launch of nuclear power plants in the country will be discussed with Energy Utilization Management Bureau Director Patrick Aquino of the Department of Energy.
00:11Director Aquino, good afternoon.
00:14Good afternoon, Ms. Nina, and to all the listeners and viewers of Bagong Pilipinas Ngayon.
00:20What are the specific targets for the launch of nuclear power plants in the country in 2032 and 2050?
00:30Yes, under our Philippine Energy Plan and our Working Nuclear Energy Program and Roadmap, the targets of our country are aspirational.
00:40So we are aiming, depending on our residents in the private sector, 1,200 megawatts in 2032.
00:49We are hoping for 1,200 megawatts in 2035 and 2,400 megawatts in 2040 and beyond.
00:59If our listeners and viewers can agree, the construction of nuclear power plants cannot be done quickly.
01:07There is a project gestation.
01:09That is why our plan is that it will gradually enter the so-called power generation mix.
01:17What are the steps that have been discussed today to ensure the safety and sustainability of nuclear energy programs in the country?
01:29According to what we have laid out in our Nuclear Energy Plan and Roadmap,
01:35our priority is to ensure that we have the so-called legal and regulatory framework.
01:44This means that the conventions and treaties that were signed and added by our International Atomic Energy Agency or IAEA
01:56can be ratified and used.
02:00This is needed by our ratification or concurrence of our Senate.
02:05This is what we call peaceful uses of our nuclear energy and nuclear technology.
02:11That is one part of it.
02:13The second is the reform that we are looking at when it comes to our regulatory body.
02:19We will strengthen the structure.
02:23At the moment, our Philippine Nuclear Research Institute is in dual function.
02:29It promotes and regulates.
02:32What we will do is, there are bills in the Senate and Congress to separate this.
02:39We will have an Independent Nuclear Regulatory Authority or Commission.
02:44That is what we are doing.
02:46The purpose of this Independent Nuclear Regulatory Commission or Authority
02:52is to ensure that our international conventions and international treaties
02:58and safety and security considerations in accordance with the IAEA are followed by our country.
03:06Regarding the safety and non-proliferation of this program,
03:11how does the country plan the alignment of nuclear energy initiatives here in the international standards?
03:19To our listeners, what I mentioned earlier,
03:24we aim for the four critical or important treaties and conventions
03:30in the fight against nuclear proliferation, safe uses of our nuclear power, liability and compensation,
03:38to be ratified or to have a Senate concurrence.
03:42That is in accordance with our requirements in the IAEA.
03:46If we were not able to conquer or pass it,
03:50of course we will not be able to sell the fuel needed for the plant.
03:57If we are going to use nuclear for power generation.
04:00But I will just mention that at the moment,
04:03our country is already using nuclear technology for non-power applications.
04:09This is being used to monitor the yield of our agriculture.
04:14This is also being used to diagnose our diseases, for example cancer.
04:21So what we are talking about here is the regulation when it comes to using nuclear energy for power generation.
04:34For our listeners, how is the Department of Energy addressing the issue of climate change
04:43and other socioeconomic issues of the country through this nuclear energy program?
04:51We will mention, just like what our beloved President Marcos said in his State of the Nation Address,
05:01our government is visiting the possible role of nuclear energy in our energy transition.
05:10Under our Philippine Energy Plan 2023-2050,
05:15our goal in the clean energy scenario is clear, to increase our renewable energy.
05:23And this will be the role of nuclear, it will complement our renewable energy.
05:30Our targets, Ms. Nina, I will just repeat, when it comes to renewable energy,
05:3535% of the power generation mix before this decade ends,
05:41and 50%, at least 50% of the power generation mix before 2040 and more after 2040.
05:49This means that there is still a part of our energy mix, particularly in power generation,
05:56that uses non-renewable energy.
05:59And that is what we see as an opportunity for the introduction of technologies like nuclear,
06:07that even if we don't need to debate, there is no greenhouse gas emission.
06:13So it is considered a clean energy or low carbon option in our country.
06:18We will repeat, when this technology comes in, all the steps here will go through the process.
06:27It means that our countrymen will agree, the community will agree,
06:33and we will ensure that the laws, not only on safety, security,
06:40but also on the protection of our countrymen, will be in place before it comes in.
06:45Okay, so what will be the role of the International Atomic Energy Agency in this nuclear energy program?
06:54Of course, Ms. Nina, before this comes in,
06:59there is an established framework in our global community.
07:05We will not be able to get supplies for power generation, this nuclear fuel,
07:13when we do not comply with the regulations, standards, and requirements of the International Atomic Energy Agency.
07:22And that is what we are ensuring to our countrymen,
07:26that when the time comes for us to agree that nuclear energy for power generation will come in,
07:33we will follow all the regulations and requirements of the IAEA.
07:41And as a preparation, our Nuclear Energy Program Interagency Committee or NEPYAC,
07:50which is formed by 24 government agencies,
07:54is already laying out and addressing in anticipation the infrastructure issues
08:01if our nuclear energy for power generation will be included in the targets that I mentioned earlier in 2032.
08:10Okay, and for our countrymen to understand better,
08:14what is the long-term vision for the Philippines of this nuclear energy program?
08:21The long-term vision of our nuclear energy program is clear,
08:26that our country is adhering to the requirements of the international community
08:34on peaceful uses and non-proliferation of our nuclear technologies.
08:41This will be a part of our clean energy scenario,
08:46this is a low-carbon option to gradually reduce or completely eliminate the components of our power generation mix
08:56that still have emissions or greenhouse gas emissions.
09:01This is what we expect from now until the next year.
09:07Please send a message to our countrymen from the Department of Energy.
