01:06Well, there is nothing specific in our law that says
01:10that if a person is sick and should be detained,
01:14they should not be placed in jail or detention area if they have a health issue.
01:20And there is only one issue if the crime where they are injured
01:24are the so-called non-bailable offenses
01:27where the penalty is to be imprisoned for life
01:31where evidence of guilt is strong.
01:34Usually, these are heinous crimes like aggravated rape, murder, kidnapping,
01:40and serious illegal detention.
01:42But if we include some crimes like plunder
01:46or the ill-gotten wealth cases where more than Php 50 million were obtained.
01:51That plunder, I think a lot of people have been accused of it
01:55that it is a bit painful,
01:57that's why it was allowed not to be placed in jail.

02:06the usual reason is really humanitarian reasons or being humane.
02:13We are also following the Universal Declaration of Human Rights of the United Nations
02:18and it includes the Standard Minimum Rules for the Treatment of Prisoners
02:22or the Nelson Mandela Rules of the UN
02:25that states that the prisoners who require specialist treatment
02:31should be transferred to specialized institutions or civil hospitals.
