At the Quad summit held in Delaware on Sept 21, US President Joe Biden said China continues to "behave aggressively" in the South China Sea and Taiwan Strait and Chinese President Xi Jinping is using diplomacy to advance his country's interest.
Biden also told his counterparts from the summit's participating nations namely Japan, India and Australia that the Quad is here to stay despite its short history.

00:00We're democracies, we're democracies who know how to get things done.
00:26That's why within the first days of my presidency, I reached out to each of you, each of you
00:29nations to propose we elevate the quad, make it even more consequential.
00:36Four years later, our four countries are more strategically aligned than ever before.
00:43And today, we're announcing a series of initiatives to deliver real, positive impact for the Indo-Pacific.
00:50That includes providing new maritime technologies to our regional partners so they know what's
00:56happening in their waters, launching cooperation between coast guards for the first time.
01:03We believe Xi Jinping is looking to focus on domestic economic challenges and minimize
01:08the turbulence in China diplomatic relationships, and he's also looking to buy himself some
01:13diplomatic space, in my view, to aggressively pursue China's interest.
01:19China continues to behave aggressively, testing us all across the region, and it's true in
01:23the South China Sea, the East China Sea, South Asia, and the Taiwan Straits.
01:29At the same time, we believe intense competition requires intense diplomacy.
01:35I spoke with President Xi in April.
01:37My national security advisor recently traveled to Beijing for a few weeks ago, and we see
01:42this engagement as important for conflict prevention and crisis management amidst our
01:49strategic competition.
01:51Challenges will come.
01:53The world will change, because the Quad is here to stay, I believe, here to stay.
02:21The Quad is here to stay, because the world will change, because the Quad is here to stay.
02:38The Quad is here to stay, because the world will change, because the Quad is here to stay.
03:06Unlike some international forums, the Quad is not – it doesn't have a long history.
03:14That means it's not defined by tradition, but it also means it's not confined by it.
03:20It means that as it develops, it can evolve, and that is, I believe, what is happening.
