00:00Nightly greetings, one and all.
00:06William Theo here, homegrown and happy to bring you PTV News Now.
00:10This evening's big story, it may be rusting, crumbling, and the biggest eyesore without
00:16a doubt in regional maritime affairs, but the BRP Sierra Madre has been the biggest
00:22bane of a formidable Chinese incursion and takeover of Philippine maritime territories
00:27in the West Philippine Sea.
00:30And the Philippine government has a measure in mind and in place should the Chinese Coast
00:34Guard, PLY, and militia decide to lay a claim on the Ayungin Shoal and commandeer the country's
00:42outpost and bastion of sovereignty in Ayungin Shoal.
00:46So says Philippine Navy Spokesperson for the West Philippine Sea, Rear Admiral Roy Vincent
00:51Trinidad on the country's response on a potential Chinese Navy or Chinese Coast Guard
00:57commandeering of the BRP Sierra Madre in a press briefing in Camp Aguinaldo of late.
01:03Meanwhile, in a recent face-off with CBS News' 60 Minutes, Philippine Secretary of Defense
01:09Gilberto Ciodoro dwelt on a potential commandeering of the BRP Sierra Madre by Chinese naval forces
01:16and made crystal clear the country's intention to seek direct U.S. intervention when that
01:22time comes.
01:23Bottom line, Ciodoro said, their online bullying will somehow, someday stop should the Philippines'
01:29allies come to the country's aid and provide safety and protection to the country's security
01:34patrols and guardians of the nation's sovereignty.
01:38Meanwhile, POTUS Joe Biden has little in common with his political nemesis Donald Trump.
01:44And yet one of Biden's economic policies is the prolongation or retention of America's
01:51tariff policies on certain Chinese products, a plan of action Kamala Harris could possibly
01:56retain should she take over the White House in late January next year.
02:01VOA's Elizabeth Lee shares how such policy retention could hurt U.S. consumers harder
02:08in this report.
02:11This $6 Made in China bike bell could cost $9.60 if additional tariffs proposed by Republican
02:18presidential candidate Donald Trump becomes reality.
02:22We're doing tariffs on other countries.
02:24Other countries are going to finally, after 75 years, pay us back for all that we've done
02:29for the world.
02:30And the tariff will be substantial in some cases.
02:34Meaning Chinese-made products will be hit with as much as a 60 percent tariff under
02:39Trump's plan.
02:40He also says he will implement blanket tariffs of up to 20 percent on all other countries.
02:46Both Trump and the Democratic presidential nominee Kamala Harris say they want to bring
02:51jobs back to the U.S.
02:53A policy about China should be in making sure the United States of America wins the competition
02:59for the 21st century.
03:00The Biden administration kept most of the import taxes put in place during Trump's presidency.
03:07In May, Biden announced further tariff increases on $18 billion worth of Chinese imports, including
03:14a 100 percent import tax on Chinese electric vehicles.
03:18The Biden administration says its tariffs are more strategic, aimed at specific industries,
03:24and that Trump's import tax takes on a broader approach that will cost a middle-class American
03:30household $4,000 more a year.
03:34Tariff estimates are in the range of around $2,000.
03:37Trump says consumers won't be impacted.
03:40Who's going to have higher prices is China and all of the countries that have been ripping
03:44us off for years.
03:46But Chinese businesses are not the ones paying the import taxes, explains supply chain expert
03:52Christopher Tang.
03:53During the election years, everyone is promising the moon.
03:57But the truth of the matter is that the import tariffs are paid by the U.S. firms.
04:02So for an imported Chinese made TV purchased at Costco, it's Costco that pays the import
04:08tax.
04:09When companies are facing high import tariffs, there are two buttons to push.
04:16One is pass the high import costs to the consumers.
04:20The other one is squeeze the Chinese factories to lower the price.
04:24Tang says the risk of pushing Chinese companies to lower the price is poor product quality.
04:31Import taxes may mean fewer made in China labels printed, but that doesn't mean that
04:36there are fewer imports coming from China.
04:39They'll just have a label from a different country, says Tang.
04:43China actually shipped a lot of components and parts to Vietnam, to India for final assembly.
04:51And those end products actually is importing into the U.S. as well.
04:56So therefore, the total effect on China, they still actually export more, but they're
05:02not exporting to U.S. directly.
05:04The World Trade Organization finds tariffs disproportionately affect low income households,
05:10which means a $9.60 bike bell may be out of reach for some consumers if a 60% import tax
05:18is slapped on to Chinese made products.
