00:16With this roadmap, we give a clear mandate of ensuring that the money entrusted to us by the people
00:22serves a purpose that truly matters, that will make a difference.
00:27President Ferdinand R. Marcos Jr. insisted on the commitment of his administration
00:32to a transparent and transformative leadership.
00:35He said that when he led the ceremonial endorsement of the Public Financial Management Reforms Roadmap
00:422024-2028 in Malacanang.
00:45The chief executive said that the ceremony is more than just an endorsement of the policy,
00:51but it is also a support from the government for change.
00:54This includes ensuring proper use and transparency in the public funds.
01:00President Marcos' commitment will help to strengthen the government's services
01:06such as disaster relief and response actions, public health care, social services, and others.
01:13In this new PFM, we are committed to synchronized planning and budgeting at our local, regional, and national levels
01:21as well as streamlining our institutional frameworks to reduce the time spent on bureaucratic processes.
01:27Last year, President Marcos passed Executive Order No. 29
01:32that establishes the Public Financial Management Information Systems.
01:36This includes the support for technological innovation and digitalization.
01:41Because true progress is about moving beyond what we have always done and questioning how much we can be,
01:48true progress is about how we find ways to flourish in this ever-changing world.
01:54The Public Financial Management Reforms is formed by the Budget Department,
01:58including the Commission on Audit, Bureau of Treasury, NEDA, and others.
02:03With the strong support of our partners, especially with ADB,
02:06I am confident that the PFM Reforms Roadmap anchored on the Philippine Development Plan 2023-2028
02:15will lead the nation to a higher growth trajectory and ultimately to reducing poverty and achieving genuine prosperity.
