A total of 21 vehicles, mainly luxury MPVs, have been seized by the Road Transport Department (JPJ) for offering illegal taxi services to tourists.

At a press conference on Thursday (Sept 12), JPJ director-general Datuk Aedy Fadly Ramli announced that the operation, dubbed "Ops Khas Kenderaan Sapu," was launched in response to complaints about tourists being overcharged for rides.

Aedy Fadly emphasised that JPJ will collaborate with tourism authorities to strengthen enforcement against these illegal activities and plans to expand the special operation nationwide to protect the country's reputation as a tourist destination.

00:00On this day, I would like to announce that JPJ Malaysia has carried out a special operation
00:12on the Sampo vehicles starting from 2 to 6 September around Lemah Kelang.
00:19This operation has been carried out for enforcement on the inspection of vehicles
00:26that violate the Motor Vehicle License, i.e. self-driving vehicles
00:31to be used as public transport vehicles under Section 23.2 of the 1987 Road Traffic Act.
00:39This special operation on the Sampo vehicles was carried out in accordance with a request
00:44received by the JPJ where the mode of operation on the Sampo vehicles
00:49is to guide self-driving vehicles to pick up non-citizens
00:54to tourist destinations around Lemah Kelang.
00:57Through the operation on the Sampo vehicles on 2 to 6 September,
01:02the JPJ has obtained and statistics show that
01:06as many as 35 vehicles have been inspected and 21 vehicles have been taken into action
01:13and 21 vehicles have also been seated.
01:16As many as 45 warrant notices have been issued,
01:20the number of warrant notices for drivers is 23 and the number of warrant notices for owners is 22.
01:27For information, the violations carried out under Section 23.2 of the 1987 Road Traffic Act
01:34where if a license has been given to a motor vehicle to be used for a specific purpose
01:43and the motor vehicle at any time during the license period is in force
01:48used for another purpose,
01:51the person who uses the motor vehicle or causes or authorizes its use
01:57is committing a crime.
01:59Under this section, when a crime is committed,
02:03it can be fined no less than RM1,000 and no more than RM10,000
02:08or imprisoned for no more than 2 years or both.
02:12The JPJ is serious and will not compromise
02:16and will continue to exercise authority over any owners or drivers of vehicles
02:21who are found to be using LKM motor vehicles
02:24for the purpose of public transport based on the 1987 Road Traffic Act.
02:29The JPJ will also always take firm action against voters or drivers
02:34who continue to violate the laws and regulations.
02:39The JPJ is always committed to ensuring the safety and well-being of road users
02:45is always maintained and continues to be at the highest level.
02:48So I would like to inform you that this is one of the new operations control ops
02:55carried out by the JPJ authorities
03:00where this time, in addition to the ops that we place on the field
03:07that we always carry out on the main country's airfields,
03:12this time we carry out a rather new operation
03:16where we inspect and carry out operations around Lembah Kelang
03:23in the main hotels in Malaysia
03:25where we found a group of visitors at the hotel
03:31who used vehicles that did not have a valid permit.
03:36So what we do is we have our ops, we have SOP that we carry out
03:44and we detained the drivers who took passengers
03:48in the main hotels in Malaysia without a permit.
03:52The vehicle used was a vehicle that did not have a valid permit
03:57and we searched the vehicles.
03:59So our operations this time are not limited to airports
04:03but this time we will expand our targets in the main hotels
04:10and other places where we feel there are a lot of issues with the SAPU.
04:22This week we will carry out operations in Lembah Kelang
04:24and then we will expand to the rest of the country after this
04:28based on the report that will be issued by the authorities this week
04:33I will direct all countries to take the same action
04:37to carry out this operation.
04:39We just won't tell you when we want to do it.
04:43We will see first what the RO that we will carry out later
04:49by our authorities and we will take action.
04:53I also want to give a warning to the drivers who do not have a valid permit
05:00because they do not have a valid permit, they do not have insurance.
05:03When they carry passengers, the passengers are not covered by insurance
05:07which endangers the passengers.
05:09And they use a charge that is a bit unfair to the passengers.
05:14And most of the passengers who were detained in the hotel premises
05:20are foreigners.
05:23Foreign tourists who do not know about the scenario of vehicles
05:29that have a valid permit such as taxis and helicopters.
05:33So this will slightly affect the image of the country
05:40if the drivers without a permit still carry out their work
05:47in hotels by using a very high charge compared to the actual charge
05:52issued by the authorities.
05:54How much is the charge?
05:56It depends on the journey.
05:59There is one from KL to Singapore.
06:03It charges SGD 300.
06:06KL to Singapore?
06:07Yes, KL to Singapore.
06:08SGD 300.
06:09According to the Malaysian rate, it is about SGD 300.
06:13It is charged according to Singapore's currency.
06:16From SGD 300, it charges SGD 300.
06:20So that is one of the things that we see that slightly affects the image of the country.
06:25And we will carry out these operations directly.
06:28There are a lot of MPV vehicles.
06:30Yes, there are a lot of MPV vehicles.
06:31MPV vehicles.
06:32Now, because they use LKM that is not valid.
06:39They use their own LKM.
06:41But they are not using LKM.
06:43Now, we will check the vehicles first.
06:45All of the vehicles that we are holding,
06:47as many as 21, we will check.
06:49And the driver, we will take action in terms of the compound and the vehicle.
06:55Is this a complaint from the public?
06:58Yes, it is a complaint from the public.
07:01How long has this been going on?
07:08Actually, this has been going on for a long time.
07:11But we at JPJ do not want to go into the premises before this.
07:16We want to focus more on public places such as airports, bus terminals and JT.
07:26But maybe after this, after we accept this complaint,
07:29we will re-organize our work.
07:32We will re-organize our work.
07:34In terms of getting the cooperation,
07:37we will discuss it with the Tourism Union.
07:40How we want to do it.
07:42But we do not want to go in directly.
07:45Because it will also interfere with the tourism industry.
07:51It will also spoil the image of tourism.
07:55So for now, we are more focused.
07:58If we have a complaint, we will take action.
