01:12:29to ever fight back against unfair licensing laws.
01:12:31In our very first case,
01:12:33Pamela Farrell and Talib Din Uqdah,
01:12:35two highly successful
01:12:37salon owners,
01:12:39were fined and threatened with closure
01:12:41for running a natural hair braiding program
01:12:43without a license.
01:12:46They sued the government of Washington, D.C.
01:12:48for violating their constitutional rights.
01:12:50And D.C.
01:12:52wanted to avoid bad press.
01:12:54They just changed the law.
01:12:56So there's precedent. We can win.
01:12:58Well, you have to remember that D.C.
01:13:00is not a state.
01:13:02So the rules are not the same.
01:13:04That's a city with a population of about 700,000
01:13:06and a largely black
01:13:08and sympathetic city council.
01:13:10Mississippi has a population of over
01:13:123 million
01:13:15and a majority full of mostly good old boys
01:13:17who couldn't care less.

01:24:39chosen field. The current laws in place with the State Board of Cosmetology make it virtually
01:24:44impossible for hair braiders to be trained, to train others, and to obtain a license truly
01:24:52relevant to the work that they do. The entire system of cosmetology dates back to the early
01:24:591900s. It doesn't make sense anymore. But a lot of people make a lot of money from it.
01:25:07And those people make sure that the rules don't change. They don't care about the lives
01:25:11destroyed when thousands of women cannot work. And you might ask yourself how this could
01:25:17be so. But to answer, you only need to look at Melanie. And then look around you. There
01:25:25is not one person who understands black hair or African micro braiding at a single cosmetology
01:25:32school in the entire state of Mississippi. Not one. Yet it is into this unbending wall
01:25:39of ignorance that Melanie Armstrong and any person who wishes to practice African braiding
01:25:46in the traditional styles is meant to throw themselves. In return for what? Nothing. These
01:25:53archaic laws have to change. And the bill that we are putting before you today for your
01:26:01consideration can fix what's broken immediately.
