00:12Colonel Jean just came out of the PNP Custodial Center where he already talked to Alice Goh, Pastor Apollo Q. Buloy, and other detained KOJC members or leaders.

00:28What update can you give us? How are Alice Goh and Pastor Apollo Q. Buloy?

00:34Pastor Apollo Q. Buloy just had his breakfast and was given his ration of food.

00:41His food today is hard-boiled egg, corned beef, rice, and coffee.

00:49This is a ration from the PNP?

00:51It's the same ration. Normally, it's delivered at 6 o'clock. I saw it earlier, although some of them are still sleeping.

00:59But I personally talked to Pastor Apollo Q. Buloy. I asked him about his situation. He said he's okay, although he's adjusting.

01:43They are separated. The male and female are separated. They don't meet each other. They are separated by the cell.

01:50Is the room air-conditioned?

01:52No, sir. This is the typical room that we put inmates in.

01:56Although they are separated, they are the only ones in the cell.

02:00There's a small ceiling fan, a bed, and their cell is open.

02:07Yesterday, Pastor Q. Buloy received a return of warrant. What's next for him?

02:12Why wasn't his personal appearance required?

02:17This is not the first time that the court doesn't require the physical appearance of the inmates.

02:23In the case of Pastor Q. Buloy and others, if you may recall, sir Ivan, the case in Pasig is non-bailable.

02:31So, the judge should not require him physically, but just return the warrant and manifest.

02:39We saw some documents, like the mag shot and the return of the warrant to him.

02:46In the same case in RTC 106 in Quezon City, their physical presence was not required, for security reasons, of course.

02:55You mentioned the mag shot. There are reactions that it seems that we were treated differently in presenting Pastor and Alice Goh.

03:04First of all, the photos released by PNP blurred Pastor and Alice Goh's face.

03:12What is the explanation of PNP here?

03:15Sir, let's be clear. The official mag shot of Alice Goh was also blurred.

03:21It was also blurred. The one released by our office was also blurred.

03:26In the same case, the photos we released before were also blurred.

03:32It is in compliance with the order of human rights that as much as possible, it should not be shown.

03:38So, even the ordinary people that we arrested from the regions and other operating units,

03:44when the mag shot was released, their faces were really hidden.

03:48But in the presentation of Alice Goh, her face was revealed. Pastor's face was exposed.

03:52What happened to Alice Goh when they attacked her was that she was wearing a face mask.

03:59She said that she was okay there. But if you notice, when she was already there, she turned around.

04:06So, we cannot force her to face us. That is her right.

04:10In the case of Pastor Kibuloy and others, when they were informed that they will be presented in the media,

04:18they talked about covering their faces and that we need to give them their rights.

04:23What is important is that they are physically there, although their faces are not visible.

04:28But we want to assure that they are these people.

04:31They will not arrest SILG, CPNP, or other people.

04:36Before they were presented, they personally talked to CPNP and SILG.

04:42Pastor Kibuloy's camp announced that they will ask for transfer of custody or house arrest.

04:49What is the PNP's reaction to this?

04:51Well, I understand. The Department of National Defense also said that they would at least object to the idea

05:01that Pastor Kibuloy and others will be detained there.

05:05On the part of the PNP, we have to understand, Sir Ivan, that the DOJ filed the case here.

05:10So if someone will file a comment or objection, it should be the DOJ because the case has already been filed.

05:16The only role of the PNP here is that the CIDG served the warrant.

05:22So in all the process here, we need the DOJ.

05:27Today, the PNP and DOJ will have a meeting to discuss what will be the next move.
