00:00More than Php 12 billion of the 2023 DepEd budget was reduced in the COA audit.
00:08Some students were not allowed to build or fix their buildings.

00:17In 2023, when Vice President Sara Duterte was still the DepEd Secretary,
00:22the Department of Education used funds from the Commission on Audit or COA.
00:29In the COA audit report of the Department of Education in 2023,
00:33it was stated that there is a total of Php 12.3 billion that was not passed in the audit
00:39and needs to be settled by the DepEd.
00:42Based on the 2023 audit report,
00:44the COA issued a notice of suspension worth more than Php 10 billion,
00:50notice of disallowance worth Php 2.2 billion,
00:56and notice of charge worth Php 7.38 billion.
01:02According to the COA,
01:03the notice of suspension is a transaction or account that looks illegal,
01:07should not be or is irregular if it is not clarified by the judge.
01:12The COA issued a notice of disallowance if it is not passed in the audit
01:17because it is illegal, irregular, fraudulent, and other expenses.
01:22The notice of charge is issued by an agency
01:25if there is a lack of revenue or receipt that the agency needs to receive
01:30due to a lack of appraisal, assessment, or collection.
01:33Based on the COA report,
01:35most of the unsettled notices of 2023 are in DepEd regional offices.
01:41Based on the 2023 audit report of the agency,
01:44only 192 of the target 6,379 classrooms were built by DepEd in 2023.
01:52As for the 7,550 classrooms that should have been repaired last year,
01:58only 208 were completed.
02:002,135 are currently being repaired,
02:04while 5,207 have not yet started.
02:09Also, 76 of the 98 facilities of the Last Mile Schools Programme
02:16for remote areas have not yet been completed,
02:18even though the mobilization fees of more than Php 200 million have already been paid.
02:23The Office of the Vice President has not yet commented on this.
02:27In a statement, DepEd said that they have a printed copy of the report from the COA audit team.
02:33The consolidated annual audit report is open
02:36because DepEd management still needs to respond
02:39through the Agency Action Plan and Status of Implementation.
02:44They are currently conducting consultations and coordination with the regional offices for this.
02:50They will submit a report to the COA at the end of October.
