00:00The Commission on Audit, or COA, issued a notice of disallowance to the Office of the Vice President, or OVP,
00:11for P73 million of confidential funds that the OVP seized in 2022.
00:19According to the COA, the documents or information are insufficient.
00:23This means that the transactions included in the auditing of the COA are not valid.
00:29As for the COA's claim that Vice President Sara Duterte is liable for these transactions,
00:35the liable parties were told to settle the disallowance.
00:39According to the COA, even though the OVP submitted a list of more than a hundred activities,
00:46it did not provide proof of the success of the surveillance activities
00:50that was spent almost P69.8 million.
00:54P10 million was spent on the distribution of cash or money.
00:59More than P34 million is for various goods and more than P24 million is for medicines.
01:06The COA also said that the charge of P3.5 million for confidential funds for tablets, desktops, computers, and printers is not in accordance with the requirement.
01:18On Tuesday, the OVP budget hearing of the Camera mentioned the notice of disallowance initiated by the COA.
01:26The Vice President was asked about this, but he refused to answer the questions about the confidential funds.
01:33Item number three is comparative budget allocation and utilization rate from fiscal year 2019 to 2023.
01:43That's item number three.
01:46So I can provide you copies of the letter.
01:49Clearly, confidential funds spent in 2022 falls squarely within that.
01:58According to the OVP, it can explain the expenses.
02:03That is not final because we are given six months under COA's own rules to appeal the notice of disallowance to the Commission proper.
02:13Even after that, it is also available to the Supreme Court.
02:16The OVP spokesperson did not detail the expenses of the office, but...
02:22We will provide initial documents so that the COA can show that there is no wrong spending of money here.
